Welcome & Opening Remarks Introductions Importance of the grants We are now in Cycle 4 of the grants program Awarded $14.5 million in the past 3 cycles to 61 projects across the region Cycle 1 award in 2006: $6.3 m to 26 projects Cycle 2 award in 2010: $3.7 m to 17 projects Cycle 3 award in 2013: $4.5 m to 19 projects

Overview of the Grants Programs *Take an Application Handbook Revised Administrative Rules Stakeholder group recommended extension of the CET Other recommendations limited to distribution --CPDG Same purpose --to support of local planning to achieve on-the-ground development Adjusted goal for projects proposed inside the UGB, to removal of barriers to development Adjusted evaluation criteria

Overview of the Grants Programs Cont’d Eligible Applicants and Applications Who: Applicants: cities and counties, and other local governments (ORS 174.116) in partnership with a city or county How Many: No limit on the number of submitted applications or size of funding request

Grants Allocation Projected revenue for Cycle 4: $5 million 70% to 75% of the anticipated revenue in this cycle is “targeted” for planning in areas within the current UGB 25% to 30% of the anticipated revenue in this cycle is “targeted” for areas added to the UGB since 2009 and Urban Reserves The grant amount may be reduced if actual revenues are not as high as projected

Eligible Projects Strategy for short term action (e.g., Catalytic Action Plan) Strategy for policy development (e.g., Strategic Plan) Vision Plan (e.g., Concept Plan) *See page 7 of the Application Handbook for detail

Projects within the current UGB: Applicants must address each criterion Expected development outcomes Opportunity sites Realistic desired outcomes Community readiness and commitment Regional significance (with some details) Centers, Corridors, Station Communities and Main Streets Other locations Best Practices Leverage

Application and Review Process Step 1 – Letter of Intent (LOI) Due date: April 16 th Reviewed by the Screening Committee Reviewed by Metro staff Purpose: Provide feedback on proposed application(s) to maximize competitiveness Components: Cover sheet (project area -UGB or NUA/UR; project summary -50 words max.) Narrative (4 page max.) – project description, address eligibility and evaluation criteria, collaborations, statement of approval, and project contact Preliminary Budget documents Location and project maps Metro response: week of April 30 th (by email)

Application and Review Process cont’d Step 2 – Full Application Due Date: June 1, 2015 (5:00 pm) Reviewed and evaluated by the Screening Committee Components: Cover sheet (project area -UGB or NUA/UR; project summary -50 words max.) Narrative (8 page max.) – All the information from the LOI plus, site description, background, and proposed milestones and deliverables

Application and Review Process cont’d Screening Committee Role of screening committee Membership (six to 9 -- with following expertise) Economic development Urban planning Real estate and finance Infrastructure finance/development or redevelopment Local government Urban renewal and redevelopment Business and commerce Neighborhood association or community planning commission w/understanding of livability issues Environmental sustainability related to development or redevelopment Social equity relating to community dev. and redev.

Application and Review Process cont’d Review Process and Schedule Full application review: Staff review – eligibility and completeness (April 2013) Screening Committee – funding recommendation to Metro COO (July 2015) Metro COO will send her recommendations, along with the Screening Committee recommendations, to the Metro Council Council Review – recommendation from Screening Committee and COO (August 2015) Council – awards grants and funding levels (August 2015) IGAs with grantees – (Fall 2015)

Post grant award IGA will be negotiated, based on: Requirements in the Admin. Rules (also in the Handbook) Scope of work Commitments Assumptions IGA will include Attachment A, containing: Milestones Deliverables for each milestone Payment amount per milestone Match amount
