4. 4 Why Does WHRP Exist? The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). 2% of apportionments must be used for State Planning and Research (SP&R) activities. States must allocate 25% of SP&R funds for research, development, and technology.
