Background: SkillsNET has developed an Internet application to walk job incumbents and supervisors through an online process of identifying and upgrading job and task specifications including the identification of detailed work activities (DWA’s) aligned with the structure of occupational descriptions in O*NET. The Texas Workforce Commission (TWC) and SkillsNET have partnered to create a database of DWA skill statements and performance level metrics specifically for the TWC’s Texas Labor Market and Career Information (LMCI) system.
3
Background Cont’d: THECB has provided Perkins grant funding to extend this analysis to a more useful level for updating program and course curriculum by defining relationships between updated DWA’s on the occupational analysis side with WECM learning outcomes on the education side.
4
Purpose: TSTC and SkillsNET are partnering to establish a more accurate and responsive system for job analysis and subsequent curriculum redesign as well as to support the graduation of students with skills more closely aligned to employer needs.
5
1.Does society benefit from an educated populace with skills demanded by employers? 2.Are employers a primary customer of the education system ? 3.Do students expect their credentials to improve their job possibilities? 4.Do jobseekers need continuous skill upgrades to meet an evolving workplace?
7
--Domain in O*Net --Higher level than a Task --Lower level than a Compentency
9
Alignment Sequence: 1.Education Course LO’s to DWA Skill Statements 2.Aggregate Courses to Create Programs – Aggregate Skills to Define Jobs 3.Align Programs to WECM/CIP – Align Jobs to O*NET SOC Codes
14
Where We Are Now: 1.Collect data from industry participants using the skillsNET online Activityware software to create/update DWA’s for five selected programs at TSTC, (DDT, WEB, GDP, MCI, and MGD). The industry participants’ database will consist of TSTC Waco campus and TSTC System’s Industry Advisory Committee members as well as the broader Industry list from TWC. 2.Generate reports for statewide and regional aggregate DWA definitions for occupational/job titles for the five designated programs above.
19
Next Steps: 1.For the 5 Occupational Areas, conduct a gap analysis between the outputs of the learning outcomes analysis and the job competency analysis, and conduct follow-up surveys to validate the data. 2.Generate final validated reports demonstrating alignment and gaps between learning outcomes and job competencies. 3.Create a process for utilizing DWA data in decision-making on curriculum revision/redesign. 4.At the program level, identify where new skills should be introduced, reinforced and mastered. 5.Disseminate this process and the results to various audiences state wide.
