3 The European Agricultural Fund for Rural Development: Europe investing in rural areas Rationale: changes since approval of original RIP include –Voluntary modulation funds (including livestock) –Broadband/dairy funding (EERP) –Programme delivery experience to date –CAP health check; subsequent intervention rate changes –Economic downturn; subsequent (temporary) state aid changes –Climate Change impacts and Action Plan –Establishment of National RDPE Network

4 The European Agricultural Fund for Rural Development: Europe investing in rural areas Strand 1 – conserving and enhancing the environment and countryside (Natural England & Forestry Commission) Updated RIP needs to reflect targeting of Environmental Stewardship (ES) Role of ES in helping to reduce greenhouse gas emissions Development of ecosystem services approach through ES Development of energy crops Introduction early in 2010 of upland ELS to replace HFA Targeting of EWGS under Woodland Birds Project

5 The European Agricultural Fund for Rural Development: Europe investing in rural areas Strand 2 – Competitiveness, collaboration and diversification (emda) Update needs to reflect Introduction of voluntary modulation funds (including livestock) Dairy/broadband funding (EERP) Broadband funding; introduction of basic services measure (321) Programme delivery experience to date – revisit measure allocations Delivery mechanisms Economic downturn & subsequent (temporary) state aid changes Movement of funds between measures to reflect delivery of forestry objectives as set out in RIP 1.
