3 1.0 Matters Arising from the 3rd APGCC Meeting & 9th HAPUA Working Committee

4 1.1 Resolution from the 9th HAPUA Working Committee & 3rd APGCC Meeting
The 9th HAPUA WC and 3rd APGCC Meeting in Singapore from 1- 3rd December 2008 has approved and endorsed the followings: Need to align & geared all Working Group activities under HAPUA Working Committee towards ensuring the realization of the APG in 2015. The Meeting agreed that WG2, 5 and 6 should re-grouped to focus their plan of actions and activities to support the realization of APG. A special Working Committee Meeting be convened to adopt the revised AIMS before it is presented to the 25th HAPUA Council meeting in May 2009.

Direction for WG2 : Establish System Operation Sub Working Group (SO SWG) to be led by Indonesia and all member country to submit comment on the TOR of SO SWG. TOR of WG2 be revised to accommodate establishing of SO SWG. Submit the report on the AIMS review to HWC & APGCC. WG 2 requested to prepare the common Grid Code of ASEAN Power Grid, the Code of Planning and Operational rules. Issue to take note is the separation of (i) Grid Code and (ii) Planning Criteria. WG2 suggested to look into existing operating model of the EU, North America as well as the GMS model. WG2 to draft proposal on Scope of Work and Cost for possibility of engaging external consultant to assist WG2.

Direction for WG5 : Establish Project No. 5 Regulatory Issues & Challenges of Regulated Entity/Owner/ Investor and Consumer Provide various contractual model based on the experience and examples of past contract between two countries and recommend for further improvement. Establish Project No. 6 Bilateral Contract Benchmarking to study the bilateral contracts between member-countries of Subsystem A, and relevant studies related to commercial issues including, but not limited to, Tax, Regulation and Tariff System in support of the electricity trade. Social Impact are to be included in the study. Prioritize the major issues on the commercial, regulation tax and tariff aspect of the interconnection. TOR for both Project 5 & 6 are to be submitted for approval of the HAPUA Council

Direction for WG6 : To present the ASEAN Power Grid financial options Together with HAPUA Secretariat to liase with ASEAN Secretariat on ASEAN Infrastructure Financing Mechanism as possible financing modalities for future ASEAN Power Projects.

16 DETAILED INTERCONNECTION STATUS

17 PENINSULAR MALAYSIA – SINGAPORE
APG # 1 PENINSULAR MALAYSIA – SINGAPORE TNB- SPPG 1 STATUS Commissioned in 1985. The interconnection is between Plentong 275kV Substation in Johor, Malaysia and Upper Jurong 230kV Substation in Singapore For year 2007, the availability of the interconnection has been at 99.82%.

2 APG # 2 THAILAND – PENINSULAR MALAYSIA EGAT - TNB STATUS The stage I interconnection is now used as a backup interconnection. The Stage II (HVDC) interconnection project (transfer capability of 300 MW) was completed in September The HVDC system comprises a 110km DC transmission line capable of transferring 300MW between a 275kV DC converter substation in Gurun, Kedah, Malaysia and a 230kV DC converter substation in Khlong Ngae, Thailand. Meetings have been held to study the upgrading of project from 300MW to 600MW. However based on the preliminary findings of the AIMS, the need to upgrade to 600MW is found to be feasible only in 2024.

19 SARAWAK – PENINSULAR MALAYSIA
3 APG # 3 SARAWAK – PENINSULAR MALAYSIA SESCO-TNB STATUS Detailed technical studies are currently being undertaken in view of implementing the HVDC interconnection between Sarawak and Peninsular Malaysia for transferring 1600/2000 MW power from Bakun HEP to the TNB Grid system in Peninsular Malaysia. The 1st stage of the 800/1000 MW power transfer is targeted for completion in 2013/14.

20 PENINSULAR MALAYSIA - SUMATRA
4 APG # 4 PENINSULAR MALAYSIA - SUMATRA TNB-PLN STATUS Detailed feasibility study carried out jointly by TNB and PLN in collaboration with Shaw PTI USA (now Siemens PTI USA). Study completed in December 2005. Results of study presented to Management of both TNB and PLN in February 2005. TNB and PLN have agreed to further study the financial viability of the project. Technical and financial studies have been done. Joint Workshop between PLN, TNB and Japan Bank for International Cooperation (JBIC) held in Kuala Lumpur in September 14, There is an intension of JBIC to finance the said project. Awaiting next level decision to steer the project forward. The PDP of both Systems need to be revised to define the new schedule of interconnection to be finalized by June 2008. Survey and Detail Design will be started in 2009

21 BATAM – BINTAN - SINGAPORE
5 APG #5 BATAM – BINTAN - SINGAPORE PLN – SPPG -TNB STATUS PLN has conducted a preliminary study on the project and the study result has been extended to both TNB (Malaysia) and Power Grid (Singapore) in the 12th ASEAN Interconnection Meeting for review. The Batam-Singapore interconnection has been identified by AIMS for completion by 2014 (1st Stage). Due to the power market reform in Singapore, the development of this interconnection project would depend on the private sector / third party participation. PLN has decided to conduct more detailed survey especially for feasibility study of the 150 kV form Batam – Bintan. The result of Survey construction work will be started by end and finalized by Feb of 2008. Singapore – Batam will be discussed further between both parties.

22 SARAWAK – WEST KALIMANTAN
6 APG # 6 SARAWAK – WEST KALIMANTAN SESCO - PLN STATUS PLN and SESCO completed the Basic Design Studies on the proposed interconnection. Line route survey from the Mambong substation in Sarawak to the interconnection point at the town of Serikin has been completed since the last quarter of 2003. AIMS recommended the interconnection with maximum capacity of 300MW as an energy exchange scheme. The detailed “Trans-Borneo Power Grid Interconnection Study” funded by EAEF considered an interconnection of between MW of power could be exported by the year 2020. As a result of the Aug 2005 meeting, SESCO developed the terms of reference for a proposed “Control and Operations of the 275kV Sarawak-West Kalimantan Interconnection” study to be jointly carried out. The Special Meeting of Energy Working Group of BIMP-EAGA in November 2006 in Bandung, West Java proposed an action plan for the project. ADB will provide grant for study on the Cross Border-issues to be circulated in 2009. TOR is being reviewed by PLN &SEB

23 APG # 7 PHILIPPINES – SABAH TRANSCO - SESB
STATUS The result of AIMS final report indicates that the project is technically feasible but not economically viable at 500 MW Transfer capacity. TRANSCO will propose further study with possible funding under EAEF. As agreed during the Third Meeting of PI-SWG in April 2008 in Malaysia, the Philippines has prepared the scope of work for the interconnection, as well as the cost estimates for the HVDC submarine cable. This information and other relevant planning parameters were submitted to the WG2 during the 6th Meeting in Bali, Indonesia (April 2008).

24 SARAWAK - BRUNEI - SABAH
8 APG # 8 SARAWAK - BRUNEI - SABAH SESCO- DES- SESB STATUS Under study by SESB as part of the Bakun - Sabah Interconnection. AIMS recommended the interconnection of the Sarawak – Brunei Darussalam - Sabah systems in 2019 with maximum capacity of 300MW. The project detailed study under the “Trans-Borneo Power Grid Interconnection Implementation Study” funded by EAEF considered an interconnection up to 250MW of power export by the year 2020. The Special Meeting of Energy Working Group of BIMP-EAGA in November 2006 in Bandung, West Java proposed an action plan for the project.

25 APG # 9 THAILAND – LAO PDR EGAT- EDL
STATUS a) Nam Theun 2 (920 MW) The Power Purchase Agreement (PPA) Between EGAT and Project Developer of Nam Theun 2 - signed on Nov 8, 2003. - The feasibility study on Thai side was submitted for approval from the Thai Government in February 2004. - The project is expected to be completed in April 2009 b) Udon Thani – Nabong i. Nam Ngum 2 (597 MW) COD 2009 ii. Nam Ngum 3 (615 MW) COD 2010 iii. Nam Theun 1 (523 MW) Tariff MOU signed iv. Nam Ngiep 1 (261 MW) Tariff MOU signed c) Mae Moh 3 (Nan) - Hong Sa - Tariff Signed d) Mae Moh 3 (Nan) – Nam Ou - Tariff / MOU Signed e) Roi Et –Savannakhet No progress f) Ubol Ratchathani-Ban Sok Pre-feasibility study completed in 2007 with ADB supports.

26 APG # 10 LAO PDR – VIETNAM EDL- EVN
STATUS a) Ban Sok-Pleiku MOU signed between Vietnam and Lao PDR. - The Master Plan approved by the Ministry of Industry of Vietnam. - No further progress. b) Nam Theum 2 - Ha Tinh New study need to be done in case of no connection point of Nam Theun 2 HPP. c) Nam Mo-Ban La Feasibility study has been carried out and expected to be commissioned by 2010. d) Xekaman3-Thach My Feasibility study has been carried out for Xekaman3 and expected to be commissioned by 2010. The connection is under study now and expected to be completed in 2009

27 APG # 11 THAILAND – MYANMAR EGAT - MEPE
STATUS a) Hutgyi (7x185 MW) Feasibility Study completed mid 2007 b) Tasang (120 MW) Under Negotiation for connecting lower dam to the Northern system of Thailand

28 APG # 12 VIETNAM – CAMBODIA EVN - EDC
STATUS Chau Doc – Phnom Penh Basic Design for Vietnam had been approved by EVN in 2002. EVN is started construction of 220 kV transmission line in mid The project of Vietnam side is completed in October 2006. The project will be co-financed by WB and ADB. The loan negotiation is done and waiting for Loan signing. The project is under construction and scheduled for commission in 2009 Another link with Vietnam at 115kV – WG 2 to take note of the emergence of new interconnection and report it together with the review of AIMS.

29 APG # 13 LAO PDR – CAMBODIA EDL - EDC
STATUS MOU signed in 1999. Preliminary discussion and site visit has been made in 2001 by EDC/EDL. EDL is constructing the 115kV double circuit transmission lines to Ban Hat substation which is 26 km from the border area and will be completed in mid 2010. Cambodia informed that new project of 500kV as part of the Indo-China link which is understudy.

30 APG # 14 THAILAND – CAMBODIA EGAT - EDC
STATUS Thailand and Cambodia have reached a conclusion on the revision of tariff structure. Transmission on both sides were completed and energized on 22 November 2007
