6 Graduation Rate n Currently collected on the School Report Card n Definition: 03 Grads/ (99 Fresh + XferIn - XferOut or Died) n IDEA definition: Grads/ (Grads + Certif + Dropouts + Died + Maxd)

7 Recommendation n Use School Report Card definition of Graduation Rate for Continuous Improvement and for reporting results to the public and LEAs

8 Dropout Rate n Dropout counts are currently collected in (at least) three places: u FACTS u School Report Card u End of Year Report

9 Dropout Rate n FACTS u Special Education students only u High school only (other exit codes for all grades) n School Report Card u IEP and non-IEP students combined count u High school only

10 Dropout Rate n End of Year Report u IEP and non-IEP students combined u Disaggregated by gender, ethnicity and grade (1-12) u Total counts for LEP, Migrant and Low- Income students for grades 7-12

11 Dropout Definition - FACTS n Dropped out (age 16 or older). This code includes students who are not attending the schools of the district as expected, i.e., most districts have a policy of dropping a student from the roles after a certain number of days of nonattendance.

12 Dropout Definition - School Report Card n A dropout is defined as any child enrolled in grades 9 through 12 whose name has been removed from the district-housed roster for any reason other than death, extended illness, graduation, or completion of a program of studies and who has not transferred to another public or private school...

13 Dropout Definition - School Report Card n Count as a dropout any student considered to be transferring but for whom a transcript request was not received from another school system or the students parent/guardian within 30 days of that students last day of attendance...

14 Dropout Definition - School Report Card n Include in the count all students who did not re-enroll in the fall of 2002-03 school year as well as those who dropped out during the 2002-03 school year...

15 Dropout Definition - School Report Card n Do not include students who dropped out during the 2002-03 school year but returned and completed the 2002-03 school year. Do not include students who have been expelled. n The End of Year Report uses essentially the same definition as the School Report Card

16 Dropout Definition - OSEP n Students with disabilities who were enrolled at some point in the reporting year, were not enrolled at the end of the reporting year, and did not exit through any other basis described...

17 Dropout Definition - OSEP n (no longer receiving special education; n graduated with diploma; n received a certificate; n reached maximum age; n died; n moved, known to be continuing; or n moved, not known to be continuing)...

19 Recommendation n Use School Report Card definition of Dropout for Continuous Improvement and for reporting results to the public and LEAs n Disaggregate dropout counts by IEP and non-IEP on the School Report Card (8. HIGH SCHOOL DROPOUTS)

20 Dropout Rate Definition - OSEP n OSEP defines Dropout Rate as: u number of students who dropped out / number of students leaving school n Essentially, the percentage of school leavers who are dropouts

21 Recommendation n Calculate Dropout Rate as: u number of students who dropped out / number of students in grades 9-12 n Example as defined above: u 10 dropped out, 400 enrolled: 2.5% n Example using OSEP definition: u 10 dropped out; 100 exited: 10%

22 Suspensions/Expulsions n End of Year Report Page 2: u Suspensions are disaggregated by gender, ethnicity and number/length of suspensions u Expulsions are disaggregated by gender, ethnicity and elem/high school n End of Year Report Page 3: u Data for OSEP TABLE 5 (Discipline)

23 Recommendation n We would like to use the End of Year Report Page 2 data for Continuous Improvement and reporting to the public u This may be replaced with a new data collection tool u Need more information on new tool

24 Recommendation n Collect End of Year Report Page 3 Data in FACTS u Prepare data for TABLE 5 reporting from same source as other OSEP reports u Already have detail by disability and ethnicity u Add new data elements

25 Assessment Participation & Performance n Use data currently being used by the School Report Card

26 LRE n Use data currently collected in FACTS

27 Transition Data n Transition Goals n Transition Services (while in school) n Transition Outcomes

28 Transition Goals and Services n Currently collected on the Transition Data Collection form for students 14-21 n Collected by districts from IEP data and sent to Transition Planning Committees (TPCs) n Compiled by county and forwarded on to the Office of Rehabilitation Services (ORS)

29 Recommendation n Include Transition Goals and Services in FACTS n Send data electronically to the TPCs n Use data at ISBE for Continuous Improvement

30 Transition Outcomes n Desire to report actual, not anticipated, outcomes u Post-secondary enrollment in college or university u Employment n A truer measure of the effectiveness of Special Education programs and services

31 Transition Outcomes n Career and Technical Education is currently doing this n Enrollment data from state databases n Employment data from Illinois Department of Employment Security (IDES) and other sources n The lynchpin to this data is: Social Security Number u Currently collected in ISIS

32 Recommendation n Collect SSN in FACTS u This cannot be mandated u Currently available in EDWin and being collected by several districts u We will piggyback our data requests with CTEs

33 Other Data Recommendations n Collect School (Building) code in FACTS u Provide more level of detail (granularity) u Report in a manner similar to School Report Card u No Child Left Behind required accountability at the school level

34 Other Data Recommendations n Require the collection of District Student ID in FACTS u The new Student Information System will interface with FACTS u SIS will match students in districts School Administration Packages and assign a statewide ID u Using the District Student ID in FACTS will facilitate the cross-walk between FACTS and SIS

35 Data Recommendations - SIS n Make certain codes are aligned u e.g., exit codes, etc. n Add Transition Data

38 Special Education Data Collection System n Provide data for Focused Monitoring and Risk Management n Data available at the school (building) level n Does not require the submission of a new data collection report
