Goal of Basic Education Act (BEA) Provide students with the opportunity to become responsible citizens, contribute to their own economic well- being and to that of their families and communities, and enjoy productive and satisfying lives.

State Learning Goals (1)Read with comprehension, write with skill, and communicate effectively and responsibly in a variety of ways and settings (2)Know and apply the core concepts and principles of mathematics; social, physical, and life sciences; civics and history; geography; arts; and health and fitness (3)Think analytically, logically, and creatively, and to integrate experience and knowledge to form reasoned judgments and solve problems; and (4)Understand the importance of work and how performance, effort, and decisions directly affect future career and educational opportunities.

Higher Education Coordinating Board Draft Recommendations Increase the high school math requirement to four years (through pre-calculus) Revise the high school science requirement – 2 lab sciences (1 using algebra level math) Require at least three full-year college preparatory courses per year– grades 9-12

Impacts (Subject Matter and Credit Requirements) We are trying to “shoe-horn” in more course offerings to meet these requirements, without additional resources allocated We are receiving increased demands for “zero” hour, “seventh” hour, distance learning, & on-line learning New emphasis on Arts, Health & Fitness, and Occupational Education requirements creates a conflict for students who want a full IB or AP academic load and four years of electives in any single interest area. As students who have deferred taking certain requirements approach graduation, schedule conflicts and overloads may occur Draft HEC College Entrance Requirement Revision may eliminate Avanti as an option for students who want to go straight to a four-year college

Certificate of Academic Achievement Class of 2008 & beyond: Meet or exceed the state standards on the Washington Assessment of Student Learning for Reading, Writing, and Mathematics Note – 47.3% of our sophomores last year did not meet standard on one or more sections of the WASL Class of 2010 & beyond: Meet or exceed the state standards on the Washington Assessment of Student Learning for Reading, Writing, Mathematics, and Science

Student Learning Plans Every school must provide a plan for every student who is not successful on any of the content areas of the Washington Assessment of Student Learning (WASL).

Who and When 2004-05: Current 9 th graders - class of 2008 547 current 9 th graders need SLP’s: –240 new students without 7 th grade WASL data –133 students who didn’t meet standard in 1 subject –83 students who didn’t meet standard in 2 subjects –91 students who didn’t meet standard in all 3 subject 2005-06: 5 th graders and 8 th graders (285 would need SLPs) (378 would need SLP’s) Classes of 2008 and 2009: Reading, Writing and Mathematics Class of 2010 and Beyond: Science added

Our SLP Action Plan Steering Team and K-12 educators attended workshop in November Steering Team reaffirmed district direction as K-12, not just 9 th grade District representatives attended workshop at OSPI winter conference in January High Schools will attend OSPI model ‘plan tool’ training in February Schools will determine management strategies at school level ‘Plan tool’ ready for school use by March 31

Impacts (Certificate of Academic Achievement & Student Learning Plans) A portion of OSD students might not graduate on time without changes inside and outside of our classrooms Staff time to develop the student learning plans and implement the interventions Ongoing management and oversight of WASL testing & SLPs may reduce instructional time & resources Necessary prevention and intervention services without additional resources means reductions elsewhere To meet the needs of struggling learners, reorganization of course offerings within each department will occur

Impacts (continued) All teachers are becoming teachers of reading and writing – most of them without language arts degrees or endorsements Enhanced focus on student learning data and interventions Increasing need for focused professional development to implement K-12 system alignment is crucial so incoming 9 th graders are prepared to succeed in high school An adequate supply of current learning materials aligned with grade level expectations and WASL assessment is needed Student achievement data analysis and instructional interventions may outstrip technology capacity

Culminating Project State Requirement: Each student shall complete a culminating project for graduation, demonstrating learning goals three and four. OSD Culminating Project Components: (required for the Class of 2008) *Proposal *Annotated Bibliography *Journal *End Result *Reflective Paper *Presentation

High School and Beyond Plan State Board Language: “Each student shall have an education plan for their high school experience, including what they expect to do the year following graduation. “ OSD Plan Requirement per Graduation Policy: Same as state requirement (required for the Class of 2008)

Impacts (Culminating Project and HS & Beyond Plan) Must find dedicated resources to design, implement, monitor & sustain the school systems necessary to implement these requirements Must clarify the connection between Culminating Project and the High School & Beyond Plan Must support parents as they support their high school students in meeting this requirement Must integrate the support system for culminating project into the high school experience in such a way that it is not simply a end-of-Senior-year activity - incremental benchmarks and progress reports are necessary, or students may fail the Culminating Project too late for effective school intervention. Must develop support systems for students who don’t meet the standard on the first attempt Some implementation models may draw time away from core instruction and learning assessment activities
