1 New Jersey’s largest health care provider organization serving 2,000,000 NJ citizens annually 6 Acute Care Hospitals, Psychiatric Hospital, Outpatient Services, Long Term Care Services System Operates the Institute for Prevention— outpatient behavioral health program that includes smoking cessation services 18,000 staff 3,000 unionized staff

2 Non-Smoking Campus Extension of prior policy against smoking in hospital facility Prior policy let staff and visitors smoke in areas surrounding the facility but on hospital property New policy resulted in loss of on site haven for smokers New policy installed over two years: (1) year 1 for hospitals and other facilities in “south” (2) year 2 for remaining facilities in “north” Programs went live during Great American Smokeout in 2008 and 2009

3 Non-Smoking Campus Work Groups established at every facility to plan, execute and enforce Campus Smoke Free/Tobacco Free policies Electronic, print and multimedia messaging to educate system employees Events coordinated to reach over 7,000 employees during the Great American Smokeout In-service training and staff development for more than a dozen departments and over 300 employees including Security, respiratory care, ED, behavioral health and maternal and child health Information sessions for employees interested in quitting Special resource development for nurses, registrars and security in dealing with patients, visitors and vendors

4 Non-Smoking Campus Positive outcomes in both south and north Unions agreed to change Staff offered low cost, then free smoking cessation services Visitors offered free nicotine replacement products Overwhelming level of compliance Key element in System’s accreditation for ACS’ CEO Cancer Gold Standard

5 Effect of Change in Policy Regarding Smoking Cessation Treatment Jan 2008-New Benefit Policy Adopted, 80% reimbursement of program cost and OTC meds Jan of 2008-Sep 2009- Under old plan, Southern and Northern Quit Center enrolls small numbers of employees Quit rates were comparable to State averages for Quit Centers at 4 week and 26 week intervals (@ 30% smoke free at six months) Oct 2009, new benefits package implemented as part of CEO Gold Standard initiative (100% coverage, program, OTC and RX meds- Same coverage for covered dependents) October of 2009 to Present- Monthly enrollment increase of 133%, in North and South 4 week quit rates improve, 40% higher than statewide Quit Center Averages, six month rates trending higher as well

6 CEO Cancer Gold Standard Initiative of the CEO Roundtable on Cancer CEOs and organizational commitment to standards in cancer risk reduction, early detection and quality of care for those diagnosed Review specifically covers organizations policy and practice in “five pillars”--tobacco use, diet and nutrition, physical activity, prevention screening and early detection, and access to quality treatment and clinical trials 58 Accredited Employers with 1.2m employees nationally Goal of 2m employees by end of 2010
