December 2006 The Feasibility Study was prepared in the period December 2007 – May 2008 Draft CAMP Project Agreement: February 2011, adjusted in Spring 2011 CAMP Agreement is signed on 30 May 2011

General Objectives of CAMP MNE -mechanisms to achieve SD of the coastal area -support for the implementation of national policies and ICZM Protocol -promotion of integrated and participatory planning and management in the coastal area -development of national and local capacities for ICZM and awareness raising -transfer of knowledge on ICZM tools and approaches

4. Project Area territories of six coastal municipalities with the total surface of 1,591 km 2 internal waters and territorial sea with the surface of around 2,500 km 2

Main problems Complex institutional and legal frameworks, non clear definedcompetencies, lack of co- ordination Integrated or ecosystem-based approaches are not at the core of the planning system; sectoral approaches are still prevalent Capacity for the application of ICZM tools and mechanisms is limited Strong pressures on coastal environment Harmonisation of national and local level spatial plans;integration of ICZM Protocol requirements into the spatial plans Valuable marine and terrestrial ecosystems and cultural heritage are threatened by the current and planned development Pollution from land-based sources and maritime activities needs to be prevented/ controlled more efficiently

6. Project objectives Specific objectives to create necessary mechanisms that can help achieve SD of the coastal area to support implementation of national policies and ICZM Protocol to promote integrated and participatory planning and management in the coastal area to build national and local capacities for ICZM and raise awareness to facilitate the transfer of knowledge on ICZM tools and approaches. Overall Objective: support, facilitate and propagate efforts towards integrated management in the project area to provide for environmental protection and sustainable development

CAMP is linked with CASP and GEF MED Partnership`s projects The CAMP activities are defined as to provide support in fulfilling expertise needs of CASP MNE, while full exchange of information and integration of results is provided with TBP Buna/ Bojana New CASP of Montenegro development Transboundary (Albania and Montenegro) project on integrated management of the Buna/ Bojana basin, coastal area and aquifers NS ICZM 2 projects with support of GEF MED Partnership

Individual activities Support for the ICZM Strategy/Plan and Coastal Area Spatial Plan (CASP) of Montenegro 1.1 Analysis of implications of the ICZM Protocol for spatial planning1.2 Preparation of sectoral baseline studies of selected coastal subsystems1.3 Coastal vulnerability, attractiveness and suitability assessment 1.4 Inputs for coastal carrying capacity, especially regarding the capacities in the sector of tourism development 1.5 Recommendations to strengthen beach management system in Montenegro 1.6 Contribution to coastal GIS database with indicators as a core future coastal monitoring observatory

14. Individual activities 2.1.Proposal of the ICZM institutional-legislative framework setup in coastal zone of Montenegro 2.2.Recommendations for selected ICZM measures, including coastal setback elaboration with rules of its implementation/adaptation 2.3.Facilitating implementation of ICZM Protocol principles in final CASP and SEA formulation 2.ICZM framework setup 3.Realization of the pilot project on testing the ecosystem approach (ECAP) application in Boka Kotorska Bay by making the special reference to nutrient inputs from diffuse sources, ecosystem valuation and green entrepreneurship

Expected outputs of the CAMP ICZM plan with NS ICZM for the project area Building blocks for future institutional arrangements for ICZM and support to possible changes in the legislative framework Analysis of implications of the ICZM Protocol for spatial planning system, including recommendations for necessary revision of the existing spatial planning policies and documents to incorporate the ICZM methods, concepts and tools and assistance with their application in the process of CASP development Delivered trainings and increased capacity of all the stakeholders, especially the local level onesRaised awareness on coastal processes and integrated management
