Job Center Redesign Results from CWI

CWI Discussion Last meeting provided current overview of Job Center systems and services Asked for feedback from CWI and Workforce Development Boards for addressing: Employer’s worker skills need Delivering Job seeker services in “real time” Identifying new strategies for matching job seekers with employers

Result of CWI and WDB Feedback Three high level recommendations: I. Improve the ability to match candidate skills to employer skill needs II.Increase the use of technology to deliver services directly to job seekers anywhere, any time. III.Create one-stop regional employer services teams to simplify access to workforce services to businesses using the public workforce system.

I. Improve the ability to match candidate skills to employer skill needs Refocus Job Service staff activity from JobNet/job order maintenance and become regional experts and resources for other agency staff: Develop expertise in use of various internet based labor exchange tools. Develop expertise in resource room staffing. Develop expertise in career counseling and assessment.

I. Improve the ability to match candidate skills to employer skill needs. Provide improved tools for job seekers and Job Center staff to conduct self assessment and referral to jobs that match their skills. Examples could include: Job Fit Work keys Other employer recognized testing tools

II. Increase the use of technology to deliver services anywhere, any time. Expand the Virtual Job Center Statewide: Develop video conferencing to do counseling and case management face to face. Identify and develop a portfolio of self-service testing and assessment tools for use by job seekers. Develop new ways to deliver Labor Market Information through the VJC.

Expand the Virtual Job Center Statewide: Develop capacity to host on-line/virtual jobs fairs. Develop a tool to conduct video job interviews. Develop pod casting and data casting for workshops delivered on-site. Develop career pathway roadmap tools through the RISE project. II. Increase the use of technology to deliver services anytime, anywhere

III. Create one-stop regional employer services teams Institute a single point of contact in the regions for employers to access comprehensive workforce resources to include access to training, tax credits, recruiting and retention services. Assign a single account representative to each employer. Develop and provide employee retention services to program participants after placement.

III. Create one-stop regional employer services teams Provide employers with electronic screening tools to assist in screening candidates: Develop video resume technology. Develop distance interviewing technology. Provide matching tool based on candidate skills assessment. Coordinate workforce development services with economic development and education agencies.

Next Steps DET develop specific detailed workplan to integrate changes into GROW Wisconsin and RISE initiatives Develop mechanisms to report progress back to CWI for input as we move forward
