5 UNCLASSIFIED Focus Areas Project focus is on unclassified information sharing for the purposes of partner collaboration in support of USEUCOM and USAFRICOM missions Scoping of experiment to examine at COCOM-JTF level interaction in a HA/DR scenario and develop information sharing guidelines with (in priority order): o Other US Agencies in a Whole of GOV approach o Host nations o Non-military responders/NGOs o Multinational/multilateral through NATO and UN OCHA Use of APAN as proxy for Unclassified Information Sharing Capability (UISC)

6 UNCLASSIFIED Solution Evaluation Considerations SDW identified, consolidated, refined, and vetted potential solutions to be examined. These fall into two general baskets: o Policy, Process and Procedures o UIS Technical Enhancements IMISAS experimentation must address both, with emphasis on the “How” of information sharing: means, methods, and policy o Who shares what information with whom? o Where and how do participants get information? o What are the barriers to sharing information?

7 UNCLASSIFIED Experiment Design UIS Technical Evaluation o Evaluate proposed business rules for technical enhancements o Conducted via distributed sites with pre-scripted “use cases” o Potential tool for Analytic Wargame (AWG ) Analytic Wargame o Focused on policy, process and procedure o Primarily Concept Refinement LOE Investigate optimal integration of new processes into most effective, comprehensive solution Examine tradeoffs and synergistic effects between alternative combinations
