How risk is quantified, who assesses, who accepts? Is there a concept of equivalency (two failure tolerance vs. reliability)? How much additional risk can be accepted above standard background or normal for that industry? 2.How do you determine when it’s safe for humans to be involved? Similar to human rating for space vehicles, could be applied to any facility or dangerous operations, could include Medical Review Boards for humans as test subjects.
