2 17 WELCOME TO THE SSEOP GUIDE This APPLICANT GUIDE has been developed to assist applicants in applying for the SSEOP youth funding. This will help you through the SSEOP application and reporting process, with useful tips and resource information. SSEOP

3 18 WHO CAN APPLY? The SSEOP is for First Nations Bands only No other applications to this program will be considered SSEOP

4 19 ACCESSED BY LETTER OF INTENT The SSEOP in the BC region is the only FNIYES program that is accessed by submission of a LETTER OF INTENT and not by a PROPOSAL submission SSEOP

5 20 PROGRAM DESCRIPTION The SSEOP program is intended to support: Youth opportunities for career-related work experience; Training for in-school First Nations secondary and post- secondary students; and Youth aged 15-30 living on-reserve during the summer months. SSEOP

6 21 PROGRAM OBJECTIVES Support skills acquisition; Assist First Nations secondary and post-secondary students to future entry into the labour market; and Support First Nations students to earn wages for post- secondary financing. SSEOP

7 22 ELIGIBILITY CRITERIA For each student participating in this program, a job with at least 80 hours of subsidized employment must be provided Funding for this program is allocated to BC First Nations Bands through a ‘base’ plus ‘per capita’ formula SSEOP

8 23 Private and non-profit sectors, including First Nations governments, organizations, and businesses on-reserve or in other recognized FN communities, and Non-Aboriginal businesses located in First Nations communities and employing First Nations students SSEOP ELIGIBLE EMPLOYERS

9 24 Eligible students aged 15-30 must be living on- reserve during the summer months; and Registered full-time students during the preceding academic year and returning to school full-time in the next academic year; and Students must be legally entitled to work in Canada and they cannot have another full-time job during the term of their employment funded through this program SSEOP ELIGIBLE EMPLOYEES

10 25 The Band will determine the wage rate for participants, which must be at or above the applicable minimum wage for British Columbia In April 2008 the BC minimum wage is $8.00 per hour SSEOP WAGE RATES

11 26 The First Nations or eligible partner employer is eligible to receive: A contribution of up to 100% of the applicable wage plus; Mandatory employment related costs (Merc’s) Where a participant with disabilities is hired, all employers are eligible to receive 100% of the wage A maximum contribution of $3,000 per participant may be available, on an actual cost basis, for special equipment and facilities to accommodate the student’s needs. SSEOP MAXIMUM PROGRAM CONTRIBUTIONS

12 27 Funding for the SSEOP is allocated on a ‘base’ plus ‘per capita’ basis All Bands are sent letters each spring indicating the level of funding they are eligible to receive First Nations communities submit a LETTER OF INTENT by a deadline date to access the funding FUNDING ALLOCATION SSEOP

13 28 The first installment (75%) of the SSEOP funds will be distributed upon receipt and approval of a Band’s LETTER OF INTENT The final installment (25%) of the SSEOP funds will be released upon receipt and approval of the Band’s FINAL REPORT SSEOP FUNDING DISTRIBUTION

14 29 The First Nation Band is required to submit a FINAL SSEOP REPORT Including participant information, other materials, including pictures, participant SUCCESS STORIES are encouraged to accompany the Band’s FINAL REPORT submission If photographs/video clips are provided please provide a Photo Release Form to FNESC for use in publications SSEOP REPORTING REQUIREMENTS

15 30 WORK PLACEMENTS SSEOP The work placements must be clearly career oriented; and Provide a meaningful work opportunity that will assist the participant in their education and career planning.

16 31 SSEOP List here total number of students being hired in each age category and how many students are in Secondary and Post Secondary. As indicated in the “allocation letter” sent to the eligible BC First Nation Band Tips … Provide person that can be reached by FNESC throughout the program if necessary. LETTER OF INTENT

17 32 SSEOP One form for EACH student hired or “to be hired” must be completed. Please be specific. Ie: A Receptionist may include: answer phones, direct clients, photocopy, fax, file, and record messages Please be specific. Ie: A Receptionist may include: enhanced communication skills, operate office equipment, filing skills, and acquired general office skills for future employability A x B equals C. 4140 35 STUDENT APPLICATION FORM

18 33 SSEOP Tips… Please be specific, including all work activities and training FINAL REPORT FORM - PAGE 1 Name the participating employers/organizations Number the partners in appropriate category

19 34 SSEOP Tips… Refer to the ‘Employability List’ in the FNIYES Resource Guide included in the printed copy Please interview student(s) to answer questions such as: How did the program benefit you? What are your future education and career goals? Did this program assist you in developing these goals, if so how? And, What did you learn? FINAL REPORT FORM - PAGE 2

Highlight successes and provide recommendations Tips… Note: The FNESC fax machine is VERY busy on deadline dates. If you have Internet access, we suggest you e-mail or fax final reports, but it is your responsibility to ensure that the e-mail is received and/or fax transmitted properly.
