Status of higher education in Montenegro There are only one public (state-owned) university called University of Montenegro and 2 private universities called University of Donja Gorica and University Mediterranean. The University of Montenegro was founded on 29 April 1974. UoM has 19 faculties, 3 institutes and 3 independent study programs: There are 77 study programs The University “Mediterranean is a university located in Podgorica, Montenegro. It was founded on 30 May 2006, is the first private university established in Montenegro and is organized in 6 faculties.Podgorica Montenegro The University of Donja Gorica (Montenegrin: Univerzitet Donja Gorica), also known as UDG is a private university in located in Donja Gorica, a suburb of Podgorica, Montenegro. Pre-access aid from IPA funds of EU Commission was obtained through national IPA 2007 project „Quality infrastructure development in Montenegro“ Project amounted 2.200.000 EUR, of which 300.000 EUR were meant for standardization and accreditation

Programs for establishment of QMS in enterprises (national and EU program) Another 3 IPA projects: Regional project IPA 2008 and IPA 2011 „Development of quality infrastructure in West Balkans and in Turkey“. IPA 2011 „Quality and metrology infrastructure“ is a project evaluated at 600.000 EUR and refers to the aid for state government bodies in drafting harmonized legislation in the field of medicines, medical devices, as well as regulations in the field of machines, shoes, crystal glass, chemical products, etc. “BAS Program” – Business consulting program is managed by the TAM management Group, on the behalf of European Bank for Reconstruction and Development. Program objective Bas program represents support to micro, small and medium enterprises through business/advisory services aiming to improve their quality and competitiveness.

7. Most relevant certifying and training organizations in the field of QMS in the country ISO 17021 There is only one certification body in the field of QMS that is established in Montenegro. The certification body is called SETI.ME. It is founded on 2012 by the Institute for Standardization Montenegro. SETI.ME is in procedure of implementation ISO 17021 standard but it is not yet certified. Until now, SETI.ME didn’t realised any certification. ISO 17024 There is no one certifying organization that is established in Montenegro or accredited in Montenegro according to the standard MEST EN ISO/IEC 17024. Most relevant certifying organizations in the field of QMS according to the standard MEST EN ISO/IEC 17024 are from Republic of Serbia.

8. EN 45011 There is only one certification body in the field of QMS which is established in Montenegro. It is accredited by Montenegrin Accreditation body ATCG according to the standard MEST EN 45011. The certification body is Monteorganica. Monteorganica is a society for control and certification of organic agriculture. It is founded in the end of 2005 by the Cooperative Association of Montenegro. The inspection bodies and the laboratories in Montenegro The register of the inspection bodies in Montenegro can be found at the following links: www.atcg.co.me There are 2 inspection bodies in Montenegro, 2 callibration laboratories and 14 testing laboratories. 10. Analysis of courses and training in the field of QMS that was provided by training organizations There is no register of training providers in Montenegro. The Center for Quality is the most known training provider in Montenegro. The most of training providers are coming from Serbia. Source: Chamber of Economy There were some trainings in the field of Quality during last few years in Montenegro (implementation ISO 9001, ISO 14001, ISO 27001,...) There were courses for internal and external auditors acoording ISO 19011. There also were many informative courses about quality. Center for Quality organised : 6 School of quality (Quality Manager) (20 participants per school) 4 School of quality (Manager of Environmental Management System) (20 participants per school)

11. Statistical data of the QMS in enterprises In Montenegro, there is no national accredited certification body for management systems. In addition, there is no register of certified organizations, therefore data that are to be presented here are the official data from ISO site www.iso.org for the period until 2012.www.iso.org

16. Analysis of customers’ needs from the aspect of QMS Operacione dobiti Finansijske dobiti Korisnici Zaposleni Procenti [%]→ Figure 4.2 shows profits from ISO 9001 standard implementation according to classification defined [2]. Studies carried out in Montenegro through many MA, graduate and PhD thesis, as well as a series of seminar, scientific and professional papers have shown that situation in Montenegro corresponds to the mentioned in 90%.
