4. History of European Neighbourhood Policy 4 In 2003 the European Union launched its New European Neighbourhood Policy. Aimed at working with neighbouring countries towards improving: (a) conditions for the free movement of goods, services, capital and persons, (b) developing a zone of prosperity and friendly neighbourhood. That includes strengthening relations and cooperation with all neighbouring countries including Russia.
