I n t e g r i t y - S e r v i c e - E x c e l l e n c e 5 WRC Agenda Item 1.5 Background and Overview Additional spectrum sought at WRC-07 for Aeronautical Mobile Telemetry (AMT) for Flight Testing at Designated Ranges Additional 650 MHz proposed for both Military and Civilian flight test telemetry needs in the U.S.; slightly more than 100 MHz elsewhere (particularly in Europe) Requirement driven by escalating need for telemetry data for testing of advanced aeronautical systems

ITU studied several bands: 4400-4940 MHz, 5091-5150 MHz, 5150-5250 MHz, and 5925-6700 MHz; all with heavy use by incumbent radio services Technical studies conducted in the ITU over 3 year period Completed and approved in June 2007

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 7 Expectations going into WRC-07 5091-5150 MHz likely the only band that would be recognized globally as a “harmonized band” 4400-4940 and 5925-6700 MHz bands politically sensitive in some regions despite studies showing manageable impact to incumbent services Possible to gain 4400-4940 and 5925-6700 MHz in ITU Region 2 (Americas) based on extensive discussions within CITEL on compatibility mechanisms European countries wanted access to 5150-5250 MHz in Region 1, which was problematic for U.S. due to Globalstar global feederlink use Strong global opposition from FSS community to use of 4 and 6 GHz bands.

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 8 WRC-07 Results For most of the telemetry spectrum, WRC-07 took a regional approach…which involved compromise on all sides: 4400-4940 MHz and 5925-6700 MHz approved for use in Region 2 (with the addition of Australia in Region 3 for the 4400-4940 MHz band only) 5091-5150 MHz globally 5150-5250 MHz in Region 1 (with the exception of the Arab Group countries but with the inclusion of Brazil in Region 2) Bands are heavily used so “smart” AMT systems design is a must to exploit this spectrum Domestic implementation in the U.S. has just begun!

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 10 U.S. Domestic Implementation IRAC Ad Hoc 206 considers WRC results and sends proposed modification to domestic allocation table to FCC for their consideration AF, in coordination with NASA, other Federal agencies, and AFTRCC, has submitted a proposal for modification of the domestic Frequency Allocation Table to include results from WRC-07 FCC obligated to hold open public proceeding on reallocation…challenge will be to “hold the line” and not accept additional restrictions on telemetry use beyond what was negotiated prior to and during the WRC Once FCC and NTIA reconcile their proposed table modification and FCC finishes its rulemaking, access to WRC-07 bands within the U.S. is possible Non-Federal advocacy by AFTRCC and industry is vital to satisfy the totality of the spectrum access requirement. Process of domestic implementation for the U.S. can take 1-2 years at a minimum…longer if political delays are significant

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 11 Summary Effort to secure additional telemetry spectrum at WRC-07 was a huge success and tribute to international cooperation and consensus-building prior to and during the WRC Ability to satisfy spectrum requirements depends not only on the amount of spectrum we have gained access to but also on how efficiently and effectively we use our spectrum!
