Introduction The Black Start capable units are able to self-start without support from outside power. Within close proximity of another power pools such as SPP, CFE, and WECC which are capable of starting from such power pool via a firm standby power supply contract can be qualified as a Black Start service.

Black Start Selection Criteria ERCOT uses the following selection criteria to select a set of units with minimum cost: Simulated restoration of 90% of ERCOT peak load within 48 hours. Expected restoration off-site power to nuclear units within 8 hours. Proximity of Black Start units to major load centers.

Black Start Selection Criteria The selection criteria can be classified into two sets: 1.Group selection criteria: Price ($/hour) Amount of MW pickup (55,000 MW) Restoration time (48 hours) 2.Specific unit selection criteria: Black Start MW, next-start MW capacity, start- up time Proximity to nuclear plant Proximity to load centers

A Microsoft Access program was written to determine the best selection with fulfilling all the selection criteria in an automated fashion. The program simulates the total unit start-up time, ramp-up time, crew travel time, and next-start ramp-up time to meet the selection criteria. Each unit will be continuously starting up other units without waiting for the other units. Black Start Selection Criteria
