3 Introduction The Black Start capable units are able to self-start without support from outside power. Within close proximity of another power pools such as SPP, CFE, and WECC which are capable of starting from such power pool via a firm standby power supply contract can be qualified as a Black Start service.

4 Black Start Selection Criteria ERCOT uses the following selection criteria to select a set of units with minimum cost:  Simulated restoration of 90% of ERCOT peak load within 48 hours.  Expected restoration off-site power to nuclear units within 8 hours.  Proximity of Black Start units to major load centers.

5 Black Start Selection Criteria The selection criteria can be classified into two sets: 1.Group selection criteria:  Price ($/hour)  Amount of MW pickup (55,000 MW)  Restoration time (48 hours) 2.Specific unit selection criteria:  Black Start MW, next-start MW capacity, start- up time  Proximity to nuclear plant  Proximity to load centers

6 A Microsoft Access program was written to determine the best selection with fulfilling all the selection criteria in an automated fashion. The program simulates the total unit start-up time, ramp-up time, crew travel time, and next-start ramp-up time to meet the selection criteria. Each unit will be continuously starting up other units without waiting for the other units. Black Start Selection Criteria
