12. Etruscans ruled Rome with an Aristocracy of nobles and a king. In 509 b.c The Romans established a Republic or “thing of the people” to keep any individual from gaining too much power. In the Republic- power rest in the hands of the citizens who elect leaders to make gov’t decisions.
