MTAC Workgroup 114 3 Measurement Periodicals subgroup generally agree on the Intelligent Barcode (passive, comprehensive measure) Concerns/Reservations:  Ability to print 4-State (Intelligent) Barcode  Amount of room required for Addressing Area  Understanding of Software Requirements  Inability to measure performance for non-automated mail  Intelligent Barcode on Flats is yet to be tested  2009 is still a long way off
