2. PTAC The PTAC Network was started in 1985 by the Department of Defense to assist small businesses in selling to the government. PTAC is a nationwide network with 95 centers. OH PTAC is a technical assistance program funded by the DoD, Ohio Department of Development and various other entities. Services are provided at NO COST!
