Role of the HTUR Department www.ituc-csi.org Coordination of Follow-up of the PERC Network activities Follow-up of European issues impacting TURs (EU, ECHR, …) in relation with ETUC and ETUI Regional cooperation to ITUC activities ILO supervisory mechanisms CEARC comments CFA complaints ITUC Annual Survey of trade union rights Protest letters and appeals Liaison with PERC Secretariat Regular contacts Exchange of information Regular contribution to the PERC Newsletters Contact point Information on TURs in the region and other regions Information on international issues (ILO, etc) Support and advise affiliates on issues related to HTURs Provide legal support during the adoption of new legislation

Objectives of the HTUR Department www.ituc-csi.org Increase regional participation and autonomy with regards to: – ILO supervisory mechanisms – ITUC solidarity actions – Exchange of experience on TURs issues Building regional/subregional / national activities on TURs – Campaigns – Seminars – Training – Research Setting up regular regional reporting mechanisms – Planning and communication channels – Report to the ITUC HTUR Committee each year

HTUR Networks - Objectives www.ituc-csi.org Nomination of a focal HTUR person per country to: – Ensure operational work and stability – Enable operational work within the region on each HTUR issue – Ensure automatic dissemination and exchange of HTUR information within the region Letters of protest and appeals Input to the ITUC Annual Survey Increase participation in and development of campaigns Follow-up of activities within the region and report to the HTUR Committee

Last activities www.ituc-csi.org PERC HTUR Network launched during a PERC International Dept. Meeting in April 2009 in Brussels PERC HTUR Network launched in Sept. 2009 during the PERC Summer School Sub-regional meetings of the PERC HTUR networks organized: SEE Dec 2009, Albania- Kosovo May 2010; Baltic May 2010 4 PERC HTUR Network members participated to the Global HTUR Network meeting in Turin in Sept. 2009 and the Berlin HTUR Committee Presentation of the PERC HTUR Network to the Netlex SEE Meeting in Zagreb in Sept 2009 – to build synergies Circular for nomination of PERC HTUR members per organisation sent in October 2009 – Around 50 members from PERC (Legal advisors and/or members of international dept.) Communication – HTUR information included in the PERC Newsletter – PERC HTUR List Serve created (sent to PERC HTUR members) – 1 st PERC HTUR Bulletin sent to the Network in January 2010 – 2 nd PERC HTUR Bulleting to be sent soon

Annual Survey www.ituc-csi.org Survey of violations of trade union rights worlwide and legal framework for trade union rights Objective: Improve the quality, the use of the survey and the visibility of the ITUC Annual Survey Reminder: the Annual Survey country profiles are sent to the ILO Committee of experts on the appplication of conventions and recommandation (CEARC) annually as well as used for other purposes (ESP WTO reports, etc) HTUR department - Revision of the Survey –Format: New format being developed Legal part – more developed and structured Violations - Detailed and concrete information with the sources of information and updated information (cases follow-up) –A database is being set up to enable further analysis, « statistics » and transversal reports (need for comparable and reliable data) –Communication tools (posters, videos) being developped

Annual Survey (2) www.ituc-csi.org Role of the PERC HTUR Network – Need to contribute to the enhancement of the information flow and quality – weakness of current input Regular reports all along the year Changes in legal framework Cases of violations (documented and followed-up) More dynamic information gathering and checking by affiliates Need to enable a better visibility Communication tools used at national level Enlarge the audience through national and regional promotion towards Affiliates Media Governements NGOs Drafting of regional reports/analysis focusing on specific regional topics that need to be highlighted

Solidarity Actions www.ituc-csi.org Protest letters and appeals - objective: Increase affiliates' participation in HTUR actions to ensure concrete results – Protest letters Need to communicate relevant, clear and detailed information to the HTUR Department Elaboration of protest letters by the affiliates How to ensure the protest letters have a real impact? » Dissemination carried out by affiliate at national/local levels » National networks – Appeals Need to increase solidarity action within the region and with other regions » Regular respond to appeals » Dissemination and follow-up Need to reach concrete critical mass with appeals to have a real impact » Today participation is rather low

Solidarity Actions (2) www.ituc-csi.org Campaigns - Objective: Increase research and analysis on specific countries and issues – Country campaigns In case of crisis / countries at risk Long term sustained campaign – Subregional issues – Thematic campaigns Need to develop specific regional thematic campaigns » New ideas for campaigns relevant for the region – Increase visibility of campaigns - How to promote a campaign? What kind of materials to be developed? Lead on a campaign by a specific country Targeted audience

Objective: Enhance affiliates' understanding and contribution –Supervisory Mechanisms Submissions to CEACR – Does your organisation submits reports? Comments on Governments' Reports to the CEACR Within the ILO schedule – before September 1 st of each year Complaints to the CFA – do you know how it works? How the network could increase affiliates’ participation and quality of contribution? How to strenghen this participation? What capacities/means are lacking? www.ituc-csi.org Input to ILO work
