Congress created NSLP or National School Lunch Program after a connection between physical deficiencies and childhood malnutrition showed when men were rejected for health reasons during the World War II draft. Hunger-Free Kids Act of 2010– allows USDA, (United States Department of Agriculture) the opportunity to make real improvements to the school lunches and breakfasts by improving nutrition and hunger safety for children. In 1998, Congress expanded the NSLP (National School Lunch Program) to include cash reimbursement for snacks serviced in afterschool programs.

According to Schools Nutrition Association, nearly 100,000 schools/institutions serve lunches to 30.3 million students each day. 19.1 million free lunches 2.5 million reduced price (student pays 40 cents) 8.7 million full price 5 billion lunches are served annually. Research has shown that high levels of salt, fat and sugar in school lunches have contributed to the nationwide childhood obesity epidemic. Today, more than one-third of people under age 19 are overweight or obese. About 151,000 have Type 2 diabetes, according to the U.S. Centers for Disease Control. (Daniel L. Millimet) The USDA changed the school nutrition standards. They made portions smaller, twice as many servings of produce and only fat- free or low-fat milk.
