The Draft Treaty Establishing a Constitution for Europe “If some points of the proposal would be changed, everybody will try to push or her ideas through. Therefore, it would be best to accept the proposal. I hope this will happen.” Chancellor Gerhard Schröder “(More was not possible) due to the fact that some of the member states did not approve and since we lived with the illusion that all EU-member states are equal. The small states demand virtual equality in Brussels institutions. That is a mistake – (such equality) never existed. The Draft Treaty Establishing a Constitution for Europe No wishes to change the draft in the beginning October 2003: Negotiations and discussions EP-elections 10.-13.06.2004. Finalisation and agreement during this year? New MS will accede on 10.05.2004. Constitution has to be signed by all Member States
