OECD Recommendation on Digital Government Strategies First OECD legal instrument on Digital Government (15 July 2014) OECD members + 5 non members have adhered to the Recommendation 12 principles organized around three pillars Openness and Engagement Governance and Coordination Capacities to Support Implementation 1) Openness, transparency and inclusiveness 2) Engagement and participation in a multi-actor context in policy making and service delivery 3) Creation of a data-driven culture 4) Protecting privacy and ensuring security 5) Leadership and political commitment 6) Coherent use of digital technology across policy areas 7) Effective organizational and governance frameworks to coordinate 8) Strengthen international cooperation with other governments 9) Development of clear business cases 10) Reinforced institutional capacities 11) Procurement of digital technologies 12) Legal and regulatory framework Creating Value Through the Use of ICT

Coherent and well-aligned digital government development in Estonia Buy-in and commitment: national digital government strategy (Digital Agenda 2020) recognised as highly relevant by 90% of Estonian institutions. Digital drives service delivery: 60% of central government institutions integrate a digital strategy in their sector-oriented service delivery strategies. Focus on strategic enablers: personal ID code, “once only” principle, digital signature, X-road, control over personal data. Share of central government institutions that perceive national digital government strategy to be of high relevance

Country reviews : in-depth analysis of digital government ecosystem to provide a holistic view of a country’s use of ICT in the public sector and recommend actions for better results based on peer learning. Country scans: targeted studies of a specific aspect of a country’s digital government agenda building on the experience of other OECD members Capacity building: thematic and policy seminars to assist governments to design strategies to enhance their digital government performance, raise awareness, build capacities and learn from peers. Data collection: ongoing activities to collect information on specific indicators to help measure progress, efficiency, and impact of digital government strategies in a range of areas How can the OECD help?
