2005 – The European Year of Citizenship through Education The European Year of Citizenship will be launched in Bulgaria, on 13 and 14 December 2004

2005 – The European Year of Citizenship through Education Objectives of the Year Objectives of the Year Promote awareness of the fundamental role of education in the development of citizenship Encourage the participation of citizens in a democratic society: 1. Political dimension – participation in decision- making 2. Legal dimension – being aware of and exercising citizens rights and responsibilities 3. Cultural dimension – respect for all peoples and fundamental democratic values; contributing to peaceful and intercultural relations 4. Social and economic dimension – combat exclusion and promote social inclusion (continued)

2005 – The European Year of Citizenship through Education Objectives of the Year Objectives of the Year Promote the implementation of Recommendation Rec (2002)12 of the Committee of Ministers to member states on education for democratic citizenship Promote awareness of the fundamental role of education in the Disseminate the results of the second phase of the project (2001-2004) Create sustainibility within member states through increased responsibility, ownership and empowerment And … Share the wealth of knowledge

2005 – The European Year of Citizenship through Education What can the Council of Europe offer ? It can provide legislative assistance to member states in the field of EDC assist member states and relevant NGOs with the organisation of teacher/multiplier training seminars develop instruments for the acquisition of knowledge, skills, attitudes and values, provide communication tools and codes of good practice (EDC pack) provide an up-to-date EDC database on legislation policy and other policy documents

2005 – The European Year of Citizenship through Education What can the Council of Europe gain? Enhanced its visibility by demonstrating its skills, its competencies and its capacity of action in the field of education

Mostly: education-policy decision makers multipliers and professionals responsible for education enlarged target groups which include higher education, local decision makers and civil society general public through awareness-raising activities

Partnerships Different sectors of the Council of Europe, especially the Directorate General IV - Education, Culture and Heritage, Youth and Sport Governments International and intergovernmental institutions ( European Commission, Unesco, OSCE (Organisation for Security and Co- operation in Europe), Office of the UN High Commissioner for Human Rights NGOs Council of Europe Good Will Ambassadors for Citizenship and Human Rights Education

2005 – The European Year of Citizenship through Education Activities in member states Considerable flexibility given to member states for the organisation of activities Ideas for possible approach: National organising committee promote the aims of the Year motivate and assist different governmental and non- governmental actors identify needs and expectations with regard to the Year, monitor its impact, develop follow-up activities co-ordinate the Year activities to achieve a coherent programme support the inclusion of education for citizenship and human rights in curricula
