Exercise Intent To improve the ability of the State of Texas to respond to catastrophic hurricanes along the Gulf Coast. Focus on special needs evacuation Facilitate coordination between evacuating and sheltering jurisdictions Validate the State’s 120-Hour Hurricane Response Matrix Incorporate lessons learned from past hurricanes, recent experience with Dean, Felix & Humberto
10
Hurricane Exercise Program Objectives Enhance capability to respond to a catastrophic hurricane. Coordinate with the local jurisdictions and State Operations Center through the shelter hubs to manage shelters in accordance with priorities established in State and local plans and procedures. Manage evacuation in accordance with State and local traffic management plans to ensure desired outcomes.
11
Objective 1: Gain Situational Awareness Event assessment Establish ICS structure Immediate protective measures Other immediate threats and vulnerabilities Objective 2: Coordinate Response Communications interoperability Effective command and control Mutual aid agreements Response asset visibility and time frames Inform the public and media HUREX Objectives
12
Objective 3: Request Assistance Regional Response Plans Mutual Aid Agreements State & Federal resources via the MACS & DDC Validate the role of ARCC in hurricane response Private and charitable organizations Private Sector- fuel, food, water Objective 4: Evacuation Special Needs Evacuation hubs Traffic Management / Contraflow Fuel / comfort stations Alternative transportation means Medical support Search & Rescue HUREX Objectives
13
Objective 5: Sheltering Special Needs Reception Center (s) Companion animals Hub concept Spontaneous shelters Non-Hub sheltering locations Objective 6: Continuity of Government Restoration of Services Security Re-entry HUREX Objectives
14
Exercise Concept Focus on “Decision Window” H-120 to H-48 Decisions made here set the stage for success in “execution window” “Execution Window” H-72 to H-36 Actions here determine success 90 % of exercise will be in H-72 to H-36 10 % in H-36 to H-Hour Focus on Special Needs ID Care during Evac Evac Shelter H-Hour = Arrival of 39 mph winds on the coast
15
Timeline H-Hour = Arrival of 39 mph winds on the coast H–120H–72H–48H–36H Hour Decision Window Execution Window Contraflow Begins (+/-) and Keys to Success in Special Needs Evacuation
16
Focus Periods H-Hour = Arrival of 39 mph winds on the coast H–72 H–48 H–36H Hour 90 % Pre-Contraflow 10 % Post Contra-flow Contraflow Begins (+/-) 90 % pre-Contraflow; 10 % post-Contraflow
17
Focus Areas An issue, capability or required action that you may choose to emphasize or demonstrate during HUREX 2008. May be exercised either as a full scale element or in the functional portion of the exercise. The following slides list several Focus Areas identified by GDEM during past HUREXs from which you may choose as you shape your own exercise.
18
Evacuation Focus Areas Identify evacuation hub location for each region Identify sources of evacuation vehicles Verify database of special needs within jurisdiction Identify who needs an ambulance and who can go by bus Convert school buses to litters for Special Needs Cat. IV Identify sources of medical personnel and equipment for SN Category IV buses
19
Evacuation Focus Areas Use a tracking system to tag all evacuees Identify sources of food & water for the evacuation hub Obtain volunteers to act as special needs evacuees Refine traffic management plan & contra-flow procedures Identify fuel sources and sources of resupply Use of media to inform the public
20
Evacuation Focus Areas Identify comfort stations Patient accountability (HIPAA, EMTALA) Consider multiple taskings of resources (ambulances) Identify resource shortfalls Use of private sector Use of school resources
21
Sheltering Focus Areas Identify & establish Reception Centers Identify and open shelter(s) Identify and open special needs shelter(s) Identify staff for each shelter Identify points of delivery for state provided resources Consider multiple tasking of resources
22
Sheltering Focus Areas Include Texas Hospital Association to assist in shelter operations Identify volunteers to act as incoming evacuees Establish & maintain evacuee accountability Identify & establish companion animal sheltering Consider use of school resources Identify resource shortfalls
23
Sheltering Focus Areas Use of media to inform the public and arriving evacuees Other focus areas of your choosing
24
Exercise Components Regional Orientation Planning Meeting (s) Workshop with integrated TTX Rehearsal of Concept (ROC) Drill Hurricane Exercise (HUREX)
25
Exercise Components The following slides describe the concept for the various exercise components in more detail. Your questions and comments are welcome. Described in reverse sequence… most complex to least complex
26
Description of Exercise Components Functional/Full Scale Exercise Four separate exercises; one in each evac area 2 day exercise; half day AAR Full scale elements encouraged Shelter areas participate with associated evac area From home location No “state-wide” exercise SOC play in regional exercises by “response cell”
27
Description of Exercise Components Rehearsal of Concept (ROC) Drill Two sessions at EOTC (Texas A&M Fire School) South: Valley & Coastal Bend/Matagorda North: Houston-Galveston & Lake Sabine Focus on elected & senior appointed officials State funded 45 participants, 3:1 ratio; evac to sheltering Three days (start noon Day 1, end noon Day 3) Instructional periods and… walk through approaching storm, discuss actions along the timeline
28
Description of Exercise Components Rehearsal of Concept (ROC) Drill State-level Drill State/Federal/Private Sector Include Alamo Regional Command Center (ARCC) Held in Austin
29
Description of Exercise Components Workshop with Tabletop Exercise Held in each evac area Include shelter area participants State funded Key planners/decision makers only State agency presentations Opportunity for coordination between evacuation & shelter jurisdictions
30
Description of Exercise Components Planning Meeting Held in each evac area Include shelter area participants State funded Key planners/decision makers only Separate planning meetings in shelter areas as needed Opportunity for jurisdictions to “shape” their exercise “Customized” to the region Include challenges identified previously Only a select audience is needed Planners Decision makers
31
Description of Exercise Components Orientation Meeting Held in each evac and shelter area Familiarize regional participants with HUREX
32
Exercise Component Review Regional Orientation Planning Meeting Workshop/TTX ROC Drill Functional/Full Scale Exercise (X 4) In conjunction with associated shelter hub Include full scale events as desired
33
Reasons for this Approach Provides more focus on local issues More opportunity to “work the details” More opportunity for planning & coordination between evacuation and shelter areas More opportunity for plan refinement and improvement Planning begins earlier and allows for more input from jurisdictions
