Albanian energy regulation on buildings and State of the art thermal insulation of buildings in Europe Albanian energy regulation of buildings legal framework According to the Law No. 8937. dt. 12/09/02 “ENERGY SAVING ON BUILDINGS“ item 5 Ne perputhje me ligjin nr. 8937 date 12/09/2003 “PER RUAJTJEN E NXEHTESISE NE NDERTESA” Is published the bylaw act : Decision of Council of Ministers (DCM) No.38 date 16/01/03: Vendim i keshillit te Ministrave nr. 38. date 16/01/2003 si akt nenligjor: Norms, regulations, design and implementation conditions to the production and energy savings at new constructions. Normat, rregullat dhe kushtet e projektimit dhe te ndërtimit, te prodhimit dhe ruajtjes se nxehtësisë ne ndërtesa te reja. is beyond any doubt a correct sub law act (or thermo insulation code). Remark: At most cases Implementation Missing ALBANIA

Albanian energy regulation on buildings and State of the art thermal insulation of buildings in Europe The principle of the regulation (sub law) The aim of this contemporary regulation code is to ensure the maximum achievable of energy savings of new building constructions Qellimi i ketij akti nenligjor eshte te siguroje maksimumin e aritshem te kursimit te energjise ne ndertimet e reja. introducing an Global energy loss coefficient, Gv [Watt/m 3 K], that will depend on 3 climatic zones of the country’s regions, and that will determine a building thermal losses in terms of conductivity and ventilation Jepet koeficienti i Global humbjeve te energjise Gv [watt/m3K] qe varet nga 3 zona klimatike te Shqiperise dhe qe percakton humbjet e nxehtesise ne ndertese nga transmetimi i nxehtesise dhe ventilimi. Target a consumption of some 80 to 100 kWh/m 2 year can be considered as feasible, Nje konsum diku tek 80 deri 100 kWh/m2 ne vit mund te konsiderohet si fizibel ALBANIA

Albanian energy regulation on buildings and State of the art thermal insulation of buildings in Europe The main requirements of the Directive are: 1.to harmonize calculation methods for integrated building energy performance, through a common general framework for the calculation. 2. to force Member States to establish minimum requirements for new buildings and for major renovations Mandatory energy certification of buildings 3.to establish Mandatory energy certification of buildings 4.to require regular audits of heating and cooling systems The main requirements of the Directive are: 1.to harmonize calculation methods for integrated building energy performance, through a common general framework for the calculation. 2. to force Member States to establish minimum requirements for new buildings and for major renovations Mandatory energy certification of buildings 3.to establish Mandatory energy certification of buildings 4.to require regular audits of heating and cooling systems (1)refers to a specific building (2)Certain conditions, climate, region

Albanian energy regulation on buildings and State of the art thermal insulation of buildings in Europe 4 phases are involved in the building construction and operation that are affected by building regulations: 1.the design process, 2.the construction of the building, 3.the delivery of the building, 4.the operation of the building. Legal procedures in EU concerning the design phase of a building. 1 st - the designer or responsible engineer has to prepare a document that should satisfy the specific requirements of the regulation 2 nd - the responsible designer or the building owner has to certify that the building regulations will be respected.
