19
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 19 Overarching design principle for schools in a B&A partnership Schools in a geographical area need a shared vision which commits their staff and governors to work together to improve behaviour, tackle persistent absence and improve outcomes for pupils with challenging behaviour and attendance for the benefit of all pupils
20
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 20 Partnership Design Principles 1.Formal commitment to a shared vision. 2.Fair access protocols (hard to place pupils and managed moves). 3.Access to high quality support and provision. 4.Early intervention and agreed (LA) support. 5.Local targets to meet required outcomes.
21
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 21 Design principle 1 Schools (and PRUs) make a formal (written) commitment which articulates their shared vision that all pupils are the collective responsibility of the partnership and they will intervene early with pupils at risk of exclusion and persistent absence, to improve behaviour and attendance and improve outcomes for all pupils. Close working with parents Protocol sets out: -shared vision -operational management / leadership arrangements -responsibilities and accountabilities of each school and partnership collectively for all pupils -performance management and shared targets -parents / pupils complaints / redress arrangements -dispute resolution Schools need to work with other local educational institutions to manage transition
22
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 22 Design principle 2 Schools agree and operate a Fair Access protocol which ensures that all schools admit a fair share of hard to place pupils and agree a managed moves protocol for pupils for whom a move to another school is agreed appropriate. Schools work with the LA to provide school places Schools agree Fair Access and managed moves protocols Schools exchange information about pupils moving between schools Protocols are monitored and reviewed regularly to ensure that they are effective and that unofficial exclusions are avoided
23
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 23 Design principle 3 Schools are able to access high quality support and provision from the LA, PRUs and private and voluntary sector which meets the needs of pupils at risk of exclusion, fixed period excluded pupils and persistent absence using resources devolved by the LA where this is agreed between the LA and the schools. Compact between LA and partnership details resources, funding, responsibilities and accountabilities – and in particular involvement of PRUs Funding devolved by LA according to agreed local formula – with expectation that it should be linked to partnerships meeting design principles LA monitors performance of partnerships – light touch for strong performers and intervention where necessary Schools commission necessary mix of in-school and out-of-school support and provision from public (including PRUs), private and voluntary sectors Using robust commissioning arrangements Need assurance that provision is good quality and represents value for money Exchange information with providers about pupils
24
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 24 Design principle 4 The educational, personal development and welfare needs of pupils are identified early, assessed then the partnership arranges additional support as a co- ordinated package and monitors progress Schools need to build relations and work with other local agencies outside the partnership Common Assessment Framework (CAF) used wherever possible Someone in the partnership is responsible to ensure that identified support is provided and pupils progress is monitored – and is accountable to the pupils school and the partnerships management
25
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 25 Design principle 5 Schools agree local targets to meet required outcomes and the partnership manages its own performance and processes Partnership agrees targets and performance management arrangements to monitor education outcomes for individual pupils – someone in the partnership needs to be responsible for monitoring performance Partnership has effective processes in place for early identification and intervention with pupils at risk of exclusion / persistent absence Pupils targeted for extra support have personalised learning and support plans with interim milestones linked to their needs, choices and longer term attainment
26
East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone 01482 887700 www.eastriding.gov.uk 26 Incentives Serving all pupils in the area – Our pupils.
