8 Reconstruction of Roadways –Remove existing pavement –Repair soft spots/add gravel/repave roadway –Drainage improvements (infiltration requirements) –124 th, Europa, Falcon proposed to remain a rural section –126 th, Gallivan, etc proposed to remain with curb and gutter –Roadway width not proposed to change Proposed Street Improvements

9 Roadway/drainage cost$1,500,000 Roadway Assessments –Bald Eagle Estates (curbed street) at $4,100/unit –Lake Air Estates/Falcon (rural section) at $3,400/unit –Assessments fund approximately 1/4 of the project cos t Assessments spread over a ten-year period if project is road only at approximately 5-6% interest (rate dependent upon borrowing cost) Senior Citizen deferral available to those over 65

10 City Water Service Developments completed prior to water service availability in the southern half of the City City’s Comprehensive Plan includes providing water service within this area Appropriate timing to consider installing water service – most cost-effective when completed with roadway project Existing wells are in varying condition – water immediately available if needed City staff recommends including water installation as part of roadway project City Council can consider other options

11 City Water Service Water service could be installed in the future if a roadway project is completed –When is the correct timing? –Added cost as a separate project –Disruption/some pavement removal –Impacts to trees/property within the right of way or adjacent drainage/utility easements

14 City Water Service Financing Options Estimated assessable water cost$600,000 Option 1 - Standard Assessments –100% of the cost assessed on a unit basis –Est. $8,500/unit in assessments above roadway assessments –City Water fund covers non-assessed cost –Combined road/water assessment spread over a fifteen- year period at approximately 5-6% interest (rate dependent upon borrowing cost) –Senior Citizen deferral available to those over 65

16 City Water Service Financing Options Option 2 - Deferred Assessments –Assessment for water levied, but not collected until connection –Assessment accrues interest during deferral –Option to spread assessment over remainder of term if connection occurs within 15 years of construction –Deferred assessment is apparent to potential buyers if home is sold

17 City Water Service Financing Options Option 3 - Connection Fee –Fee based on same amount as assessment or deferred assessment –Due upon connection as a lump sum –Connection Fee can include interest considerations –Connection fee not apparent to potential buyers through standard property search
