17 What GM Reports DOE 1605b Voluntary Reporting of GHG Emissions GM has reported from the program’s inception in 1995 for U.S. Operations –Facility energy use and electricity purchases –Facility refrigerant use –Vehicle refrigerant factory fill –New Vehicle fuel economy

18 Climate Change is a Global Issue Appropriate reporting should provide improved understanding of global climate issue. GM aggregates the facility energy usage and emissions data for U.S. into its annual report to the DOE. Separate requirements for state level reporting could impose additional burdens that are not justified.

19 Concerns about State Level Reporting of GHG Emissions GM would be revealing competitive capacity information, especially in those states with only one or two facilities One National Report vs. 50 Reports Non-value added cost

24 So What Does GM Recommend? GM endorses the DOE 1605b GHG Emissions Reporting Protocol GM recommends States focus on technology development –A collaborative interaction of government, academia, and the private sector –Support the development of hydrogen fuel cell technologies and infrastructure

25 Help Local Companies Achieve Meaningful Reductions in GHG Emissions and Prepare for the Future Support Existing Voluntary Initiatives Support automotive centers in educational institutions Support industry development of fuel cell and 42 volt by-wire technologies Support stationary fuel cell installations in buildings Incentivise pilot hydrogen infrastructure development
