© OECD A joint initiative of the OECD and the European Union, principally financed by the EU Framework Agreements Procedure l The Buying Groups are responsible for the product specification l The municipality’s Logistic Services are responsible for the commercial terms l The Environmental Department are responsible for the environmental demands and questions l Selection of companies that are approved to bid are done by the Logistic Department l The evaluation of the tenders are done by the Buying Groups l Environmental evaluation are done by the Environmental Department l The contract are awarded in accordance to the mentioned award criteria

© OECD A joint initiative of the OECD and the European Union, principally financed by the EU l this call for tender environmental criteria weighed 10% l Criteria are divided into two equal parts; environmental profile criteria and energy efficiency criteria with each 5% weight l For evaluation of energy efficiency the suppliers must give information on energy consumption during use, stand-by and auto-off for each individual copier l For evaluation of environmental profile the suppliers must answer an environmental questionnaire for each individual copier Multifunctional Copiers and Printers

© OECD A joint initiative of the OECD and the European Union, principally financed by the EU Multifunctional Copiers and Printers Assessment of Energy Efficiency: l Bids were given for both low performance and high performance copiers l Energy consumption during a year is calculated for each copier with the assumption, that the copiers are in active use 5 hours pr. day, in stand-by 2 hours pr. day and in auto-off 17 hours pr. day l The individual supplier’s low performance and high performance copiers energy consumption is compared

© OECD A joint initiative of the OECD and the European Union, principally financed by the EU Multifunctional Copiers and Printers Calculation of points for Energy Efficiency: l The point used in awarding the contract is calculated as an average of part points l Part points are given for both low performance, high performance copiers and for average energy consumption for all copiers in the bid l The supplier which copier has the lowest energy consumption gets maximum points l Points are reduced relatively for each 10% deviation to lowest energy consumption

© OECD A joint initiative of the OECD and the European Union, principally financed by the EU Evaluation of Environmental Profile: l The questions in the environmental questionnaire can be answered by yes or no l An yes-answer indicates an environmental positive performance l The numbers of yes’ is counted and calculated into points l If yes to every question the supplier gets maximum point l Point are reduced relatively to the numbers of yes’ by using the following function: Point = (number of Yes/number of Questions)*Max points Multifunctional Copiers and Printers

© OECD A joint initiative of the OECD and the European Union, principally financed by the EU Environmental questionnaire Criteria regarding the production phase: l Are used plastic parts without lead and cadmium? l Are electronic part produced without use of ozone depleting substances? l Are used flame retardants of another type than brominated organic compounds? l If batteries are used, is the concentration of heavy metals lower than l : Lead 15ppm Cadmium 10ppm Mercury 10ppm?

Criteria regarding packages: l If cardboards are used as packages is the content of reused cardboard then higher than 80%? l Printing ink on the packages are without heavy metal containing products? Energy and water consumption: Are the consumption monitored on a monthly basis? Are light bulbs energy saving ones? Purchasing Procedures: Do purchases have environmental focus? Office supply: Are the least energy consuming items purchased? Kitchen: Is the management done with focus on energy- and water consumption, and organic food? Cleaning and Laundry: Does the used agents comply to Eco-label criteria?
