The Law on Science and Studies of the Republic of Lithuania (as of April 30, 2009) Article 45. Publicity of the results of scientific activity: 1. In order to guarantee the quality, transparency of scientific research and to stimulate scientific advancement carried out by utilizing the state budget funds, all results of scientific activity carried out in the state science and study institutions must be made public (via the internet and by other means) if this is in agreement with the laws regulating intellectual property and protection of the commercial, state or work-related secrets. 2. The results of scientific activity carried out at non-governmental institutions of science and studies using the state budget funds must be made public (via the internet and by other means) if this is in agreement with the laws regulating intellectual property and protection of commercial or state secrets. PROBLEMS: Institutional Level Unwillingness of certain institutions to allocate funds for the development and maintenance of the repository Administrators of the Institutions are not inclined to share the results of research OA publications do not provide additional points in ranking accomplishments of scientists The eLABa interface is not sufficiently clear and user friendly Uploading of works on the eLABa is rather complicated. FUTURE PLANS A new consortium – the Consortium of Lithuanian Academic Libraries for the Development and Support of Information Infrastructure for Science and Studies, 2010 One of its objectives – reorganisation and development of the eLABa Vilnius University - a new administrator of the eLABa New documents regulating involvement of institutions in the development of the eLABa are under preparation A Working Group consisting of representatives of all research and higher education institutions has been established and will start its activities in early September EIFL 2010 General Assembly, Lund, Sweden, August 6 - 8, 2010
