2 History of Collaboration Keeping Children Safe Act of 2003 amended the Child Abuse Prevention & Treatment Act (CAPTA) Individuals with Disabilities Act (IDEA) of 2004 Complications Policy developed out of Jobs & Family Services EI System housed in Health Inter-agency Agreement signed in July 2004

3 Inter-agency Agreement ODJFS agreed to reimburse counties for developmental evaluations ($300 per) Complications 7,000 cases a year 3,500 would qualify for services No training ODH then contracted with each of 88 county programs

4 Inter-agency Agreement Complications Referrals were inconsistent across 88 counties Foster parents were never trained Strengths Ohio’s data system already in place; have reliable data on these kids Ohio’s EI system already sought At Risk

5 Data For FY06 1821 kids referred through CAPTA to EI 70% evaluated; 30% refused evaluation 58% needed & received ongoing services Of those, 38% were in foster care For FY07 3600 kids referred through CAPTA to EI Reimbursement ran out in first 2 quarters 2520 received developmental screening 40% needed developmental evaluation

6 Lessons Learned Training of frontline staff is crucial Data is invaluable Unfunded mandate requires advocates at both/all agencies involved Partnerships are harder when the money runs out
