10 Government Engagement Policy Delaware State Government: Title 29 – Chapter 58 (Subchapter IV) o "Lobbyist" means any individual who acts to promote, advocate, influence or oppose any matter pending before the General Assembly by direct communication with the General Assembly or any matter pending before a state agency by direct communication with that state agency, and who in connection therewith either: b. Is authorized to act as a representative of any person who has as a purpose of influencing a legislative matter or administrative action; 146 th General Assembly – Senate Bill 185 (DeLuca/Gilligan) o Lobbyists must register electronically with the Public Integrity Commission (PIC) o Any direct communication with a Lobbyist and a “Government Official” relating to a proposed bill, resolution or regulation must report to the PIC no later the 5 th business day after the interaction. o Penalties for failing to register/report include misdemeanor charges and fines. 9
