9.  President Roosevelt, in his State of the Union message on Jan. 6, 1941, told Congress that the United States “is to act as an arsenal” for the British until they could arm themselves.

10.  President Roosevelt stated a clear goal in his message to Congress: “We cannot, and we will not, tell them that they must surrender merely because of present inability to pay for the weapons which we know they must have”. This was important to state to the Congress so they would know he was not just asking for money the United States would never see again.
