| 16 European maritime transport space without barriers Directive on reporting formalities for ships arriving in or departing from EU ports Overlap between EU requirements and IMO FAL (general declaration, waste declaration… EU forms asks more detailed information) Need to update forms in directive 2002/6 IMO FAL = Convention on Facilitation (FAL) adopted in the International Maritime Organisation (IMO )
17
| 17 European maritime transport space without barriers Main provisions The proposal states that formalities requested by existing EU legislation prevail. FAL forms will not be requested for information already required by EU legislation. FAL Forms will not be required for intra-Community maritime transport. The proposal introduces a specific form for security pre- arrival information, which will be repealed when a harmonised form will be adopted in IMO. As early as possible and at the latest on 15 February 2013, all information will have to be channelled through an electronic National Single Window. This Single Window for navigation will be interoperable with the Single Window for goods based on Decision 70/2008 on e-customs.
