The progress is constantly measured against programme objectives. It is also used to check on relevance of the programme.

Who is benefitting from the project? Are the expected outcomes/output being developed? Is the amount of benefits being delivered the right amount? What changes if any should be made to the programme and why? Evaluation To what degree has the objective been attained over time? Is the project cost effective? What impact has the project had upon the target clientele? What decisions should be taken on the future of the programme?

Encourages the existing stakeholders (programme implementers and beneficiaries) to participate in the formulation and implementation of monitoring and evaluation plans.
