4 Relevance (25 points) Is the rationale well justified? Are specific problems clearly identified? Why this/these problem/s has/have been selected to be addressed? Are the national or/and regional priorities addressed? Are the project objectives realistically defined? Are the target groups clearly identified? To what extent different stakeholders are relevant for the project?

5 Quality of the partnership (20 points) Does the project describe the expertise of partners? Is it clear why the selected partners are adequate? Is there any added value in terms of combining complementary expertise? Is there a fair involvement of all partners? Is the leading role in each work package properly allocated? Is the coordination predominantly with the Grant Applicant? Are there new Tempus partners?

6 Quality of the project's content and Methodology (25 points) (I) Is the overall working method logical and clear? Are all outcomes and outputs quantified? Are applicants stating potential risks and the ways to counteract? Are activities in the LFM and the plan consistent? Are activities forming a logical continuation? Is the activity of each Work Package well described with suitable deliverables?

7 Quality of the project's content and Methodology (25 points) (II) Have sufficient resources been taken into account? Are concrete methods of quality control and monitoring described? Are concrete benchmarks and deadlines specified to enable effective control? What kind of management structure(s) is envisaged? Are representatives from the partner country organisations acting as lead partners in different work packages?

8 Dissemination and Sustainability Does the plan for the dissemination adequately identify interested sectors? Is the dissemination plan presented as an integral part of the project? Is there institutional dissemination carried out before external activities? Is there a comprehensive strategy or random/single events? Are the outputs and knowledge produced potentially re- usable? Can project outputs be maintained after the Tempus funding has finished? Can the collaborative partnerships created be maintained? Are steps taken to obtain recognition and/or accreditation of courses and training modules?

9 Budget and Cost Effectiveness Is there an efficient and effective use of resources to implement the project? Is the work programme consistent with the budget? Are resources overestimated or underestimated? Are staff costs fairly distributed amongst the consortium members? Is equipment realistically budgeted and justified for project results? Is it clear what type of material will be produced with the printing and publishing costs? Are materials produced relevant for the project?

10 SOME DOs Read the guides to make sure that your project follows the Tempus requirements Make sure that all documents and contributions from partners are received well on time. It helps quality In case of structures, courses and degrees ensure the participation or agreement of the Ministries in the partner countries Comprehensively describe the benefits for ALL partners Show that you know the topic, the geographical area and the previous work done by Tempus Show that your project is fully endorsed by the institutions participating and not only by some individuals Make clear what the benefits of the project are and keep them realistic

11 SOME DONTs Do not write a paper. It is a proposal for funding Do not try to show as original what is not. If innovative in the partner country, explain! Do not try to be too ambitious in the regional coverage, unless justified by the project Do not overestimate staff costs to cover co-financing, but do not under staff the project to make it cheaper and attractive Do not copy/paste texts between the different sections of the application form Do not act as a donor providing funds and advice. You are part of the project as well Do not submit two or more applications where the only difference is in the partnership Do not leave any section of the application in blank
