Some project history Stage 1. Scientific idea about application of existing network of reference GNSS stations to problems of meteorology. - In Europe acting projects: 1) E-GVAP “The EUMETNET EIG GNSS water vapour programme”, 2) COST-716 “Exploitation of Ground-Based GPS for Operational Numerical Weather Prediction and Climate Applications”, 3) TOUGH “Targeting Optimal Use of GPS Humidity Measurements in Meteorology”. -In Ukraine: work group of prof. Stepan Savchuk in National University "Lviv Polytechnic“ and Nataliya Kablak in Uzhhorod National University

Stage 2. In 2010 - preparation of the project proposal for Cross Border Co-operation Programme Poland-Belarus-Ukraine 2007- 2013 in cooperation with IARDI (not submitted) Stage 3. In 2011 - search of Hungarian, Slovakian and Romanian partners for the new project We are contacting with 1)Igor Kudzej - director of Vihorlat Observatory (Humenne, Slovakia), 2)Ambrus Kenyeres - Head of Department of Satellite Geodetic Observatory, Institute of Geodesy, Cartography and Remote Sensing (Budapest, Hungary) which propose prof. Gabor Bartha team from University of Miskolc as a partner, 3)Gheorghe Radulesku - professor of North University of Baia Mare.

Stage 4. In 2011-2012 - preparation of the project proposal for Cross Border Co-operation Programme Hungary-Slovakia- Romania-Ukraine 2007-2013 in cooperation with IARDI January 31, 2012 - submission of the project proposal to JTS. Stage 5. In 2012-2013 - “ordeals” of our project November 8, 2013 - the project proposal is included in reserve list under condition of reducing budget by 20% November 28, 2013 - the project is awarded a grant from EC!!!

Area of project implementation: -Ukraine, Transcarpathian region -Hungary, Borsod-Abaúj-Zemplén region - Slovakia, Prešovsky kraj - Romania, Maramures county

The overall objective: the establishment of a real time monitoring and warning system to reduce risks and damages of natural disasters on population, resources and environment in the study area by means of exploitation of satellite technologies.

1.Integration of national networks of GNSS stations located in cross- border areas of Ukraine, Hungary, Romania and Slovakia in united system (equipping GNSS stations by digital weather stations and further development and implementation of the planned technical solutions). 2.Establishment of an innovative approach to the prediction and prevention of various kinds of natural disasters in real time and weather forecasting (development of distance atmospheric monitoring in real time through the use of innovative satellite technology). 3.Creation of the web site "Space emergency system" in order to transfer data to the National Meteorological Centers of HU-SK-RO-UA to create accurate digital weather forecasting and timely warning people about the natural disasters and related emergencies. the main idea of the project is close collaboration between geodesy (GNSS geodetic network established institutions) and meteorology.

Main project activities Technical and preparatory stage: - forming of working groups - COMPLETED; - elaboration of atmosphere monitoring methodologies - COMPLETED; - purchase and installation of meteorological equipment - PARTIALLY COMPLETED; - creation of data centers for satellite and meteorological data collection; establishment of data and analysis centers - IN PROGRESS,

- - agreements on GNSS data streaming between: 1) 1) Uzhhorod National University and ZAKPOS - CONTRACTED 2) 2) University of Miskolc and SGO - CONTRACTED, 3) 3) Vihorlat Observatory and GKU - CONTRACTED, 4) 4) ZAKPOS and ROMPOS Authorities – PREPARED, - agreement on GNSS and weather data exchange between all Partners – WILL BE SIGNED TODAY.

Main project activities Main stage: - start of the Space Emergency System (SES) - PLANNED IN THE NEXT YEAR; - elaboration of textbook on GNSS meteorology and guidelines on SES use – IN PROGRESS.

Main project activities Educational-organizational stage: - seminars for employees of data and analysis centers, meteorologists and representatives of emergency services - PLANNED IN THE NEXT YEAR; - creation of NGO “Institute of Development of Carpathian Region” (Uzhhorod, Ukraine) - COMPLETED.

Main project activities Public Relation stage: promotion of operating SES in mass- media, holding conferences and workshops - IN PROGRESS: - 2 meetings were held in Uzhhorod, Ukraine (3.04.2014, 24.10.2014) and 1 conference - in Stakčin, Slovakia (4.12.2014), - 4 interviews on local Ukrainian’s and Romanian’s TV channels (G. Radulesku, N. Kablak, O. Reity), - 1 article in Slovakian magazine (I. Kudzej), - 1 web site of the project (meteognss.net) was deigned and launched, - above 30 reports in conferences, announcements and informational notices in electronic mass media, regional web- sites, university’s media centre web portal etc.

Coverage area of 38 active network reference stations.

Expected results: 1) a real-time monitoring and emergency system for prediction of natural disasters in cross-border area of Hungary, Slovakia, Romania and Ukraine will be created and operated; 2) improving the quality of short-term weather forecasting; 3) timely prediction of occurrence, size, direction and velocity of propagation of dangerous atmospheric phenomena causing natural disasters incidents (floods, mudslides, landslides, mudflows, avalanches in mountains, etc.) will be performed; 4) risk of damages to population and target groups will be reduced, and the quality of environmental protection will be enhanced in the project area.
