Continuous Monitoring of status of Holders of TIR Carnets TIR Convention, Annex 9, Part II, Article 6 “The authorisation for access to the TIR procedure does not constitute in itself a right to obtain TIR Carnets from the Associations” Associations have the absolute right to refuse authorisation, to suspend or to exclude a transport company at any time… ! 20 Issuance of TIR Carnets: Quotas Multiple of vehicles authorised for TIR Transport The quota must never be exceed The Association can later reduce or increase the quota without agreement from the Holder Maximum number of TIR Carnets that can be in Holder’s possession at any one time: Page 20 (c) International Road Transport Union (IRU) 2012

22 Issue of TIR Carnets  Validity : 60 days as from the day after its issuance  The Association must register electronically the details on issued TIR Carnets  Daily electronic transmission to the IRU of details on issued (and returned) TIR Carnets. 24 Return of TIR Carnets to Association  Advise IRU daily & electronically of the details of returned TIR Carnets  Perform both physical checks & data reconciliation checks on every TIR Carnet  If TIR Carnet is declared lost or stolen, Association must inform IRU immediately.
