1 Strong Schools, Strong Communities Strategic Plan Implementation Process and Roles Saint Paul Public Schools has designed the following process and roles to successfully implement its strategic plan over the next three years (2011– 2014). The groups below will have the following clearly defined roles and areas of responsibility. Board of Education The Saint Paul Public Schools Board of Education meets regularly to monitor the progress made toward implementation. In March 2011, they unanimously approved the overall strategic plan framework, in keeping with district policies and priorities. Implementation Team The Superintendent’s Cabinet will act as the implementation team responsible for ensuring the processes and practices necessary to move the work forward are completed in keeping with the timeline outlined at right. The cabinet will be supported by a strategic plan project coordinator and project staff. Action Teams The Action Teams led by district facilitators with representation from SPPS staff, family Board of Education and community members. The Strategic Plan provides framework for Action Teams to follow in implementation. Action teams will review information specific to their areas and will review evidence-based practices, local assets and options for service. Action teams will develop recommendations for implementation, which will be submitted to the Superintendent for consideration. DRAFT - Saint Paul Public Schools, April 19, 2011 Implementation Timeline May – December 2011 Initial phase to redesign existing practices in the following Action Team Areas to support the changes in subsequent years:  Achievement Gap  Transition to Middle Grades  Specialized Academic Programming  Managed Instruction  Integration/Choice  Partnerships  Shared Accountability Culturally relevant practices Culturally proficient human resources  Site Governance  Budget and Finance January – June 2012 New school choice process in place for all school selection (Fall 2012) 2012-13 School Year New High School boundaries and programming in effect 2013-14 School Year New Elementary and Middle School boundaries and programming in effect Full transition from junior high schools to middle schools

Strategic Plan provides framework for Action Teams to follow in implementation. How: Each Action team will review information specific to its area and will review evidence-based practices, local assets and options for service. Action teams will develop plans for implementation, which will be submitted through the Cabinet to the Superintendent for approval. When: May to Dec 2011 Action Teams  Achievement Gap  Transition to Middle Grades  Specialized Academic Programming  Managed Instruction  Integration/Choice  Partnerships  Shared Accountability Culturally relevant practices Culturally proficient human resources  Site Governance  Budget and Finance Cabinet What: Superintendent’s Cabinet leadership team supported by a strategic plan project coordinator and project staff How: Meet weekly to review operations and plans; advise project staff on best ways to accomplish work; make decisions, establish priorities and procedures to support Solution Action Teams’ work. When: Ongoing Board of Education What: Seven-member governing body responsible for setting district policy and overall direction of SPPS. How: Set framework and timeline for implementation of Strong Schools, Strong Communities strategic plan in keeping with district policies and priorities.
