3 Background Recognizing the increasing terrorists’ threats to global security, DOE proposed Megaports Initiative, in desire to prevent the illicit trafficking in nuclear and other radioactive material through providing technical assistance and installing detective systems in foreign partner countries.

5 Development  Jan 2004 , US government proposed China government to join MI  Sep 2005 , Joint Statement of Intent was signed  Nov 2005 , Memorandum of Understanding (MOU )was forged

6  May 2007 , 11 Annexes to MOU was finalized.  Sep 2007 , Shanghai Port was designated as pilot port, which marked the pilot project was launched.  Sep 2007 -2008 , Site and Engineering Surveys were conducted jointly with Chinese and US experts , and Conceptual Design Document was initially written 。 Development
