6. 2 ND T RILATERAL SUMMIT O CTOBER 2009 IN BEIJING, CHINA 3 RD TRILATERAL SUMMIT MAY 2010 IN JEJU, ROK  In 2009, the three leaders agreed to establish a permanent secretariat as suggested by ROK President LEE Myung-bak.  In 2010, President LEE Myung-bak suggested hosting the secretariat in the ROK.  “Memorandum of the Establishment of the TCS” was announced.  In Dec 2010, “Agreement on the Establishment of the TCS” was signed and ratified in 2011. “AGREEMENT ON THE ESTABLISHMENT OF THE TRILATERAL COOPERATION SECRETARIAT” Establishment of the Trilateral Cooperation Secretariat 5

Purpose of the Establishment “..establish a secretariat for the efficient promotion and management of trilateral cooperation among the Parties and to enhance existing dialogue mechanisms and contribute t o the further promotion of their cooperative relations” （ From the Agreement of the Establishment of the TCS ） First international organization to promote peace and co-prosperity among the three countries 6
