2 ND T RILATERAL SUMMIT O CTOBER 2009 IN BEIJING, CHINA 3 RD TRILATERAL SUMMIT MAY 2010 IN JEJU, ROK In 2009, the three leaders agreed to establish a permanent secretariat as suggested by ROK President LEE Myung-bak. In 2010, President LEE Myung-bak suggested hosting the secretariat in the ROK. “Memorandum of the Establishment of the TCS” was announced. In Dec 2010, “Agreement on the Establishment of the TCS” was signed and ratified in 2011. “AGREEMENT ON THE ESTABLISHMENT OF THE TRILATERAL COOPERATION SECRETARIAT” Establishment of the Trilateral Cooperation Secretariat 5

Purpose of the Establishment “..establish a secretariat for the efficient promotion and management of trilateral cooperation among the Parties and to enhance existing dialogue mechanisms and contribute t o the further promotion of their cooperative relations” ( From the Agreement of the Establishment of the TCS ) First international organization to promote peace and co-prosperity among the three countries 6

TCS Functions and Activities Providing administrative and technical support for the operation and management of trilateral consultative mechanisms; Sending TCS representatives to attend major consultative mechanisms; A) Providing Support for Trilateral Consultative Mechanisms Exploring and identifying potential cooperative projects; B) Exploring and facilitating cooperative projects Conducting research on important issues; Managing TCS’s website; Promoting understanding of the trilateral cooperation; C) Promoting understanding of the trilateral cooperation Communicating and coordinating with the international organizations especially with other East Asian cooperation mechanisms; D) Networking with other international organizations Compiling necessary documents into database; Submitting annual progress reports to Trilateral Foreign Ministers Meeting; E) Compiling database and conducting research 11

4 TH TRILATERAL SUMMIT MAY 2011 IN TOKYO, JAPAN Recognizing the importance and necessity of trilateral cooperation in disaster management after the Great East Japan Earthquake in 2011, the three leaders agreed to: -“Consider conducting simulations (TTX) and joint exercises for several patterns of disasters…” -“Hold a workshop at the working-level, making best use of the Trilateral Cooperation Secretariat…” Trilateral Table Top Exercise on DM (From the “Cooperation on Disaster Management”) 12
