15 www.tso.co.uk The Report : Outline Conclusions Key Properties: Persistent digital identifiers for use in eGIF should be able to: l Reference multiple object types l Integrate and interoperate with existing standards l Offer scope for future extension and migration l Satisfy the needs of the eGOV & other sectors l Adopt declared IETF specifications or those under known IETF approval process l Avoid any unnecessary semantic or location information in the identifier

16 www.tso.co.uk The Cabinet Report : Outline Conclusions l Use of persistent digital identifiers will be mandated by inclusion in the e- Government Metadata Standard and e-GIF in order to identify UK government resources uniquely and globally. l For resources or metadata records that are to be published internally on a large scale by government departments, we will recommend an implementation of Handle Services with the ability to provide multiple resolution if required. l The management overhead and server maintenance costs have to be considered, but the cost of adoption should be minimised by the efficiency of a single internal registration agency. l For resources or metadata records that are to be published externally by government bodies and related agencies, the report advocates the use of Digital Object Identifiers (DOIs) as a credible short to medium term solution, to sharing information effectively with the public and other external partners l URLs can continue to provide a solution for short time scale, single location, user authored resources, with low management and minimal cost. The disadvantage is lack of persistence, but this can be countered to some extent by clear guidelines for best practice.

17 www.tso.co.uk The Cabinet Report : Outline Conclusions l In the longer term the e-Government Unit will consider becoming a Handle / DOI registration agency In the meantime, the e- Government Unit should engage with external agencies to provide short to medium term provision of identifier services and resolution gateways. l The e-Government Unit will investigate and build services and capacity into repositories which can interoperate with a range of persistent digital identifiers, even if they are not all used for e- Government Unit publications. l The e-Government Unit, in collaboration with participants, will provide national guidance and a framework for name space, registration agency, naming authority, and resolution service governance across all sectors. l [ [

Should metadata be stored in the Handle registries or should the registries only maintain a link to the metadata record? l What multiple resolution systems are available or applicable? l What is the appropriate model for using a hierarchy of local registries (local Handle servers)? l Can the Handle system support semantic models and taxonomies? l Are there security or privacy implications or issues? l Is the Handle system useful in digital rights management? l Is the Handle system scalable? l Will the Handle system work in mobile, off-line or disconnected situations? The Handle system will be further investigated by the e-Government Unit:
