Team Tech meeting May 22, 2006 State Traffic Commission & DEP Storm Water Permitting STATE TRAFFIC COMMISSION Overview STATE TRAFFIC COMMISSION Overview The STC consists of the commissioners of DOT, Public Safety, and Motor Vehicles. The STC promulgates regulations establishing a uniform system of traffic control signals, devices, signs and markings for public highways. The STC has an Executive Director. The STC office processes all traffic regulatory matters investigated by DOT, in conjunction with DMV, DPS, and the Legal Traffic Authority of a municipality. Reports and recommendations are submitted to STC by DOT Bureau of Engineering and Highway Operations - Division of Traffic Engineering prior to the Commission meeting. Affecting a State Highway (Interstate highways or state routes) Certificate Determination Review Requires cover letter, project specifics, plan of the entire property, a site plan street network showing nearest state highway, and possibly some detailed traffic analysis. New facility, not part of an existing campus/complex, but affecting a state highway: 200 or more parking spaces or 100,000 square feet of floor area

Requiring water quality (stormwater) measures as part of STC approval, using EPA Phase II as justification

Team Tech meeting May 22, 2006 State Traffic Commission & DEP Storm Water Permitting STATE TRAFFIC COMMISSION DPW Projects STATE TRAFFIC COMMISSION DPW Projects New facilities (200+ parking spaces / 100,000 SF) - If not on a state highway, make sure a Certificate Determination is done early, hopefully before or during A/E proposal negotiations. - If there’s no question that the project needs a STC Certificate (frontage on state highway), then the A/E scope/proposal needs to address the traffic and drainage* components of the STC Checklist. * Watershed/hydraulic and DOT system analysis

Project engineer signs a part of the form. 2.GC = signs and submits the registration form to DEP 30 days prior to disturbance. DPW not the registrant. Consultants Procedural Manual & DPW Contract Documents clearly identifies who’s responsible. No waiver of DEP fee for DPW projects: $500 to register (1-9 acres), an additional $500 for plan review (10+ acres). Fee paid by GC.
