2 What is a Comprehensive Plan? Planning document providing framework and policy direction decisions Identifies who we are, who we want to be, and a plan to get there Provides a long-term basis for future policies, regulations and budget decisions May include transportation, water resources, public facilities, natural resources, envir. protection, econ. dev., housing, education, cultural resources, etc. Fiscal accountability, economic feasibility, cost/benefit, and priorities are built into the action plan Developers/citizens know what we want to be Creates branding for the region

3 Attributes of an Effective Comprehensive Plan Citizens and affected organizations have extensive opportunities for input Complies with NY SEQRA Laws Coordination with local comp. plans Expresses the will of the community, taking advantage of local assets Long-range (10-15 years) Continual review and revision
