2 Welcome Purpose AmeriCorps State and National Grantees training staff will explore learning strategies, techniques, and resources that strengthen skills to effectively execute the Corporation for National and Community Service leaderships priorities in the area of Performance Management. Goals AmeriCorps State and National Grantee training staff will: Fully understand the priorities of the CNCS leadership and explore learning and support strategies that will ensure transmittal to sub-grantees and sites; Review performance management theory, skills and techniques so as to strengthen their ability to support sub-grantees and sites; and Discuss their role and develop action strategies that help ensure the integration and implementation of new CNCS priorities among sub-grantees and sites in accordance with the Serve America Act.

3 Learning Objectives Participants will: Understand the performance management framework - explore strategies to ensure clear messagingUnderstand the performance management framework - explore strategies to ensure clear messaging Review performance measurement and consider support for sub-grantees and sites.Review performance measurement and consider support for sub-grantees and sites. 4 4 There is a body of knowledge/literature on the subject of performance management. By performance management system we are not referring to a specific model or off-the-shelf product but a generally understood set of practices and procedures that taken together constitute a system of behavior for a particular organization leading to the intended outcomes identified in the NOFA. NOFA: Nonprofit Capacity Building Program (NCB) – Frequently Asked Questions Performance Management Defined

5 Clarify what change program is trying to create (vision) Gain specificity on how program will accomplish this change (strategy) Focus practices and procedures on intended outcomes (execution) Determine what information will be most helpful to understand if on course to achieve change (outcome) Collect and use this information for program improvement (performance measures) Managing to Outcomes

6 Pair Discussion

7 From managing-to-outcomes to performance measurement Is the selected activity appropriate to measure performance? What is being measured? Is it the most helpful information to determine change (outcome)? Is the performance measurement cycle fully implemented? Quality Performance Measures

8 Five Steps of Performance Measurement 1. Develop PMs 2. Develop Instruments 3. Collect Data 4. Analyze Data 5. Report Results Beginning with the end in mind

9 Individually, Read worksheet and instrument Pairs, Respond to and discuss questions Worksheet and instrument alignment

10 Better Instrument Back to the PM Cycle What would the data collection process look like? How would you analysis the data collected? How would you create a meaningful report with this data? Wearing a different hat – Training ideas?

11 Goal Quality performance measures and quality programs The Program Quality Chart can: Assist in posing questions focused on intentionality and implementation Clarify challenges, put concerns on the table Visualize possibilities Keep track of progress Highlight training needs Program Quality Chart

12 National Performance Measures Basic Overview Common outputs and outcomesCommon outputs and outcomes Unduplicated beneficiary counts (outputs)Unduplicated beneficiary counts (outputs) Standardized data collection instrumentsStandardized data collection instruments Corporation will aggregate results to demonstrate national impactCorporation will aggregate results to demonstrate national impact Should represent projects primary activitiesShould represent projects primary activities Program Year 2010-11 is a pilot year for the national performance measuresProgram Year 2010-11 is a pilot year for the national performance measures
