Sep 14, 2005 / WGISS-20 Status of WMS prototype development to promote applications of EO satellite data Shinobu Kawahito, Remote Sensing Technology Center of Japan (RESTEC) Osamu Ochiai, Japan Aerospace Exploration Agency (JAXA)

Contents Status of Land Information Map Provision System (JAXA - Chiba Univ.) - Background - Achievement with prior prototype - Prototype Revisal - Items to be considered Status of agricultural and forestal Monitoring System (JAXA – Agricultural Ministry of Japan) - Overview - Ongoing activities - Future enhancement

Status of Land Information Map Provision System (JAXA - Chiba Univ.)

Land in Japan is potentially vulnerable against flood. - 3/4 of property, - half of population, concentrate in the flood region, which corresponds to only 10% of the country area. http://www.mlit.go.jp/river/saigai/tisiki/bousai/topics/topics1.html Background of Prototyping - Vulnerability against Flood * lower area than the river water level at the time of a flood. Population Area Property Other Type Alluvial Plain* Chronic inundation above the floor level occurs in 450 cities/towns.

 Knowing potential vulnerability of residential area, prior to disaster occurs, will contribute to mitigate the damage of disaster.  Useful data resources of land condition information are dispersed. Administrative thematic maps (geomorphological maps) are useful to estimate vulnerability. Satellite images are useful to detect changes.. Land Information Provision system to demonstrate the efficiency of utilizing dispersed spatial data via OGC interface. Background of prototyping - Necessity to bind dispersed Data Resources

Achievement with prior prototype Collaboration with outer organization(data holder), Chiba Univ. Built freeware based dispersed OGC server/clients in JAXA and in Chiba Univ. Use case driven. Adopt old and recent Satellite images, land condition map(geomorphological map), etc. Usefulness of WMS is verified by Chiba Univ. Internet OGC I/F @JAXA@ Chiba Univ. Main Data Resource : Land Condition Maps Main Data Resource : Satellite Images

Chiba City Land Use Map in 2001 User can identify location and circumstances where land use changed. Land Use Map in 1987 Turned into Housing Area, along Keisei-Chihara train line. Water body Paddy Forest Grassland/Cropland Bare soil Urban/Industrial area Housing area Potential vulnerability against flood differs even in small region. Snapshot of the prior prototype

Prototype Revisal Service Use can view - EO images (Base map, Flood image) - Non-EO maps (land condition map, land classification map) - Distribution of the point-data (e.g. flood observed point) - Attiribution of the point-data (explanation about land condition, etc) Theme Layers Land Information Map Provision (same) Satellite Base Image (Basemap) … JAXA Flood Image … JAXA (new) Land Condition Map … Chiba Univ. Land Classification Map … Chiba Univ. Vulnerability information/interpretation(point data) … Chiba Univ. (new) Purpose Prototype development adopting actual flood image

-Attribute of the point are to be viewed by query. (e.g. land condition category, Explanation of the land condition terminology, (damage information, vulnerability against flood, etc) ) Query function is under building … Prototype Revisal

Example of Images Comparison Paddy Building area Valley plain Natural Levee Lower terraces Giving multiple information resources allows user to see: - location and range of the flood - potential vulnerability of the land - land class of the flooded area

Items to be considered further For further development, items below will be considered. Information Contents - Attribute description will be refined to share knowledge about the meaning of the data User I/F - Show recommended layer combinations in Menu - Functions to compare multiple images easily of the same area (- Gazetteer for easier access) Feedback comment from Chiba Univ. will be taken into the consider in prototyping.

Other Organizations Future Vision Base Map WMS/WCS Geomophological Map (Vulnerability Map) Boundaries Land Classification Map Recent Image Past Image ALOS Disaster Image Individuals Local communities NGOs ….. Applications Satellite images Various Geospatial Maps Chiba Univ. - Contribute to broaden awareness of land vulnerability - Quick provision of land related maps when disaster happens. Statistical Maps JAXA Other Organizations http://www.mlit.go.jp/river/saigai/tisiki/bousai/topics/topics8.html Users location based information Disaster record Other Organizations

Status of Agricultural and Forestal disaster monitoring system (JAXA – Ministry of Agriculture, Forestry, and Fishery (MAFF) )

Project Overview Themes Objectives Early detection in the East Asia bloc on each themes below. Verify the usefulness of WMS/WFS systems in cooperation with outer Data-Owner/User agency (MAFF). Hotspot Monitoring in Thailand Hotspot Monitoring in East Asia Vegetation Monitoring in East Asia Inundation Monitoring in Indochina Region.

Snapshot of the prototype Hotspot Monitoring System in East Asia By setting the target period long, frequently fire occurring zone can be seen. Observation time can be quickly acquired from client server according to “ End Date ” via XML.HTTP. Latest Date is chosen as a default. (in operational phase) Customization Example : Date/Time Control is equipped based on the user requirement.

Ongoing Activities Prototype transfer JAXA provided source code to MAFF on Hotspot Monitoring Systems. MAFF is now developing operational routine, to build the link with their own NOAA and MODIS ground system. Milestone Prototype development (by JAXA) Prototype transfer Operational service (by MAFF) Prototype enhancement (T.B.D.) 2003 2004 2005 2006 Hotspot Monitoring Vegetation/ Inundation Monitoring

Ongoing Activities Software component replacement Replacement of software component in the current WMS client system is under planning, in accordance with server renewal. ( Adopt freeware for easy maintenance/customization for prototyping purpose. )

Future enhancement - under discussion Graph to visualize time sequential changes per region Add GIS analysis function Mekong River Basin Chao Phraya River Basin
