3 Why is mainstreaming important? 1. Public procurement is big business: About 15% of GDP -- $800 billion for dev. countries Potential savings are enormous: $100 billion This saving is equivalent to: –Double the present ODA budget –At the country level, one-third of the health budget The difference between doing public procurement well and badly is enormous Refine the analysis and use it strategically

5 What do we mean by "mainstreaming"? Raise the profile/get it out of the "ghetto" Show it is important for the broader development strategy "Cradle to grave"/pipeline to completion Bring procurement into the centre/onto the Board Bringing in lessons from other areas

8 Issues for discussion How much attention do we need to give to mainstreaming? Should we develop and exploit the "benefits » analysis? Which strategies and instruments are most appropriate in your country? How can donors best help? Procurement reform pays for itself!
