2. Structure of the Handbook Questions for Comments Is the overall structure clear and useful as handbook for policymakers? Is the coverage right? Anything to change? Anything to add? Is the pitch right, for policy makers? Anything to revise? Is the policy examples (Annex B) useful? Better ways to present it? Drop it?

3. Introduction to Chapters 1-3 Questions for Comments Is the structure clear? Are the most important issues addressed? Is anything missing? Can you identify additional national research to add to facts, factors and policy issues? Do you have additional examples of promising policy initiatives in your country?
